The Air Force Civilian Service (AFCS) is looking for a Project Manager (Mechanical Engineer) (NH-0830-03) to work for the Air Force Materiel Command (AFMC) in the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson AFB, OH.

Qualifications/Requirements

The 88th Civil Engineer Group (88 CEG) is seeking a talented and qualified candidate to serve as a full-time Project Manager in the 88 CEG Engineering Division (88 CEG/CEN), at Wright-Patterson AFB, OH. This NH-0830-03 position is responsible for serving as a professional mechanical engineer, performing project planning, design, and construction execution management duties of real property facilities and infrastructure, in support of a military installation.

Duties Include, But Are Not Limited To
  • Perform planning and management of design and construction execution work for, and lead project teams for, substantial multi-phase new construction, renovation/repair, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering.
  • Review, prepare, and/or develop design calculations, cost estimates, schedules, underlying analysis, technical drawings, and specifications related to mechanical engineering on a wide variety of projects sizes and complexities.
  • Evaluate design objectives and requirements, and identify most economical and efficient procedures for building and mechanical distribution design and performance.
  • Apply standard mechanical engineering theory and practices to create engineering solutions without technical instruction or guidance and identifies limits of the problems involved.
  • Coordinate projects with other engineering disciplines and architects. Determine coordination required to ensure all design considerations have been addressed. Ensures applicable criteria, codes, instructions are adhered to in the design and construction execution of real property facilities and infrastructure.
  • Develop statements of work and other documents necessary to support contract solicitation from various contracting agencies.
  • Provide professional consultation on a wide range of difficult mechanical engineering issues and problems. Consults with contractors, Architect and Engineer (A&E) firms, the US Army Corps of Engineers (USACE), and other contracting agencies to resolve difficult or unforeseen problems on design interfaces, regulatory limitations, and to exchange information and expedite work.
  • Serve as the primary liaison with customers during the development of design requirements, and with contractors, A&Es, USACE, and other contracting agencies during the execution of design and construction contracts.

  • Professional knowledge of mechanical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture; a broad range of O&M engineering and construction standards, methods, practices, and techniques, materials, and equipment to ensure work is in compliance with regulations and standards; and the operations, products, services, needs, and goals of O&M programs and assigned organizations and related customers, functions, resources, and users.
  • Knowledge of standard contracting regulations, practices, and procedures; and work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
  • Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
  • Knowledge of program planning and budgeting cycles, automated data processing concepts, financial control and budget systems, and management; and of environmental principles, economic usage, practices, procedures, laws, regulations, and current legislative issues to accomplish assigned functions.
  • Ability to plan, conduct, lead, and record site/facility surveys and inspections; research, analyze, interpret, and apply rules, laws, regulations, and procedures to a variety of situations and to recommend timely and economical solutions; plan and organize work and coordinate with other engineering disciplines and architects.
  • Ability to communicate effectively both orally and in writing and maintain good working relations.
Additional Remarks
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft. May be required to travel by military or commercial aircraft in the performance of temporary duty (TDY).
  • Incumbent is required to file an OGE Form 450 (Confidential Financial Disclosure Report) upon appointment and will be required to file annually.
  • Incumbent must obtain and maintain a secret security clearance.
  • May act as project liaison with the Army Corps of Engineers or other design agencies as required.
  • May be required to serve on (A&E) and/or Construction contractor source selection boards.
