Responsibilities
WHAT YOU'LL BE DOING

Project Planning & Delivery
  • Plan, schedule, and manage capital facilities and transportation infrastructure projects, including development of construction schedules, logistics, and overall project execution.
Design & Engineering Oversight
  • Review and oversee project designs, engineering plans, specifications and contract documents; evaluate preliminary and final designs, verify site conditions, and recommend modifications to address safety, accessibility (e.g., sidewalks, curb ramps, turnouts), and constructability.
Consultant & Professional Services Management
  • Direct, manage, and evaluate services provided by licensed professionals, architects, engineers, and consultants to ensure compliance with Capital Metro initiatives and regulatory requirements.
Procurement & Contract Administration
  • Develop project scopes and specifications; support and monitor the bidding process, participate in pre‑bid meetings, assist with contractor selection, and participate in engineering contract award/task order processes.
Construction Oversight & Field Management
  • Conduct field visits and inspections to monitor compliance with contract documents and specifications; oversee construction logistics, monitor schedule adherence, and direct work changes or stoppages when necessary.
Compliance & Quality Control
  • Monitor consultants and contractor adherence to contractual terms, identify discrepancies, and facilitate timely resolution in coordination with project stakeholders.
Budget & Financial Management
  • Develop and manage project budgets, monitor expenditures, approve consultant and contractor payments, prepare cash‑flow projections, review monthly invoices, and maintain accurate financial records and master tracking spreadsheets.
Technical Guidance & Support
  • Provide technical advice and assistance to Capital Metro management, field staff, contractors, and consultants throughout the design and construction phases.
Policies & Procedures
  • Assist in the development, implementation, and application of design and construction related project management policies and procedures.
Stakeholder & Jurisdictional Coordination
  • Act as liaison with internal departments and external organizations; represent Capital Metro with state, county, and city agencies, jurisdictional authorities, and elected officials.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
  • Performs related duties as required and/or assigned.
Qualifications
WHAT YOU BRING
  • Bachelor’s degree in civil engineering, architecture, or a related field. Related experience may substitute for the required degree with a maximum substitution of 4 years.
  • Three (3) years relevant experience in project management for capital improvement projects.
  • Intermediate experience in using word processing and Excel spreadsheet software.
Knowledge, Skills And Abilities
  • Knowledge of engineering and architectural project management methods and practices
  • Knowledge of construction management techniques, engineering and/or architectural principles, practices, methods.
  • Knowledge of applicable State, County, and City codes, standards, and regulations
  • Skill in evaluating contract agreements.
  • Skill in completing projects within the required schedule.
  • Skill in reading and interpreting plans, plats, and specifications.
  • Skill in developing and monitoring project budgets and timelines.
  • Skill in effectively communicating both orally and in writing; and making presentations to the Board.
  • Ability to work independently; to communicate effectively with co‑workers, Professional Consultants, Contractors, governmental entities and the public.
  • Ability to learn PlanView Pro project management software and Oracle financial modules.
  • Ability to direct engineering, architectural, and construction consultants.
Service Impacts Core Team Member

This position has been identified as a member of the Service Impacts Core Team. As a member of the Service Impacts Core Team, the person in this position may be required to attend weekly meetings to ensure that Tier 1 and 2 Service Impacts are processed smoothly throughout the agency, ultimately, to provide the greatest service possible to our customers. Tier 1 and 2 Service Impacts are routine impacts including 5K/10Ks, charity walks, parades, UT Football games and unplanned impacts including emergency activities, traffic accidents, road construction and significant traffic from major events. In rare instances, this will require working outside of normal business hours.

Cross Functional Service Impacts Team Member

This position has been identified as a member of the Cross Functional Service Impacts Team. As a member of this team, the person in this position may be responsible for attending quarterly meetings where Tier 3 and 4 Service Impacts, all Capital Metro Service Changes, and all other large customer‑facing projects at Capital Metro, will be discussed. This team will be responsible for ensuring that all facets of our business, both internal and external, are considered and managed effectively, to provide the greatest service possible to our customers. In rare instances, this will require working outside of normal business hours.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is performed in an office and outside environment with exposure to inclement weather and adverse weather conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.

Incumbent must have the ability to stand, walk, and travel 90% throughout the workday. This position will need to have the ability to work varying shifts, days, nights, weekends, holidays, and rotating shifts, to meet the department’s needs. Must be able to safely operate a motor vehicle. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. This position may require work beyond a normal forty‑hour weekly schedule.
