Summary
Project Manager II

The Department of Administration's Division of Enterprise Applications supports statewide software applications and seeking a Project Manager II to join our team that maintains the SC Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. In this role you will serve as a Project Manager responsible for planning, coordinating, and delivering enterprise technology projects that support SCEIS. You will lead project execution by managing scope, schedules, risks, resources, and stakeholder engagement to deliver successful business and technology outcomes. Partner with business stakeholders, technical teams, vendors, and project sponsors to coordinate project activities, facilitate communication, monitor performance, and ensure projects are delivered on time, within scope, and aligned with organizational objectives.

This position is onsite in Columbia, South Carolina.

Responsibilities of the Project Manager II:
  • Manage project scope, schedule, budget, resources, quality, and risks.
  • Develop project plans, timelines, communication plans, and governance structures.
  • Coordinate activities across business, technical, vendor, and leadership stakeholders.
  • Monitor project performance and recommend corrective actions as necessary.
  • Provide regular project status updates to leadership and stakeholders.
  • Conduct stakeholder interviews, workshops, and requirements gathering sessions.
  • Document business, functional, and technical requirements.
  • Analyze current and future state business processes and workflows.
  • Develop user stories, acceptance criteria, and process documentation.
  • Ensure requirements align with organizational goals and business needs.
  • Develop change management and communication strategies.
  • Coordinate testing, readiness assessments, training, and deployment activities.
  • Support user adoption through stakeholder engagement and performance metrics.
  • Identify and address implementation challenges and organizational impacts.
  • Develop and maintain project documentation and records.
  • Manage risk registers, decision logs, action items, and issue tracking.
  • Produce dashboards, executive briefings, and performance reports.
  • Ensure project deliverables meet organizational standards and requirements.
  • Participate in cross functional initiatives and enterprise projects and support strategic objectives.
  • Assist with evaluation of new technologies, tools, and business solutions.
  • Perform related duties consistent with the responsibilities and level of the position.
Examples of duties
  • A bachelor's degree in business administration, information systems, public administration, finance, communications, engineering, or a related field and a minimum of five (5) years of progressively responsible experience leading projects, business process improvement, system implementations, or comparable organizational initiatives.
  • Relevant experience may substitute for the required degree on a year-for-year basis.
  • Experience managing project scope, schedules, budgets, risks, stakeholder communications, and project delivery is required.
Additional Requirements
  • Knowledge of project management principles, methodologies, and best practices.
  • Experience managing complex projects involving multiple stakeholders and competing priorities.
  • Ability to facilitate requirements gathering, process analysis, and business solution development.
  • Knowledge of Agile, Scrum, Waterfall, and hybrid project delivery methodologies.
  • Experience developing project schedules, status reports, dashboards, risk registers, and executive briefings.
  • Ability to analyze business processes and identify opportunities for improvement.
  • Strong verbal, written, and presentation skills.
  • Ability to communicate effectively with executive leadership, business stakeholders, vendors, and technical teams.
  • Experience supporting ERP modernization, enterprise technology initiatives, or large-scale organizational change efforts.
  • Proficiency with project management and collaboration tools.
  • Position may require employee to work evenings and weekends.
  • Position may be required to report to work during emergency situations and hazardous weather events.

Qualifications
  • Experience supporting enterprise technology initiatives, ERP modernization efforts, digital transformation programs, or large scale organizational change initiatives are preferred.
  • PMP, PMI-ACP, CSM, or comparable project management certifications are also preferred.
