Job description

I. Summary

Project Manager II is responsible for the successful planning, execution, financial performance, and closeout of heavy civil site-development projects for private commercial clients, including data centers, distribution centers, warehouses, and similar large-scale developments. Project scopes include earthwork, mass excavation, grading, building-pad preparation, underground utilities, stormwater systems, roadways, parking areas, and related site infrastructure.

The PM2 takes primary ownership of assigned projects from bidding through final completion, managing scope, schedule, cost, client relationships, subcontractors, suppliers, documentation, and field coordination. This role works closely with owners, developers, general contractors, engineers, and field leadership to deliver sitework safely, profitably, and in alignment with overall development schedules, phased turnover requirements, and contract obligations.

The PM2 reports to the Group Manager and is expected to proactively communicate bid challenges, project risks, cost impacts, schedule concerns, changing conditions, and issues that may create a scope or cost deviation from the original project plan.

  • Maintain positive working relationships with clients, employees, subcontractors, vendors, adjacent property owners, and the public.
  • Regularly communicate project status, financial performance, schedule, risks, opportunities, and significant issues to the Group Manager.

  • Prepare bids and detailed cost estimates for commercial sitework using HCSS HeavyBid, including review of plans, specifications, geotechnical reports, schedules, contracts, and other bid documents.
  • Evaluate earthwork quantities, cut-and-fill balance, material suitability, import and export requirements, haul routes, disposal options, dewatering, and potential soil stabilization needs.
  • Procure and evaluate subcontractor, supplier, material, trucking, and rental quotes to confirm pricing, scope coverage, exclusions, availability, and compliance with project requirements.
  • Identify project risks, constructability concerns, scope gaps, utility conflicts, long-lead materials, and potential cost or schedule impacts; review pricing strategy, assumptions, and major risk items with the Group Manager before bid submission.
  • Evaluate construction phasing, site logistics, access requirements, and coordination needs associated with concurrent building construction and other trades.

Project Controls & Financial Management
