Job summary

Tlingit Haida Tribal Business Corporation (THTBC) is seeking a Facilities Project Manager to lead a Base Operations Support contract and manage end-to-end maintenance services for a ~300-person operation.

You will drive performance, contract compliance, safety, and financial results, partnering with unions and technical teams to deliver projects and improvements in a fast-paced government supported environment.

Qualifications

  • 5+ years of experience managing a BOS facilities maintenance contract.
  • Bachelor’s degree in Engineering, Facilities Management, Business Management, or a related field.
  • Knowledge of DoD regulations, federal requirements, and government contracting principles.
  • PMP certification preferred.
  • Experience with work order management systems (e.g., Maximo) preferred.
  • Ability to obtain and maintain a government security clearance.
  • Ability to access government worksites per contract requirements.
  • Valid state driver’s license with a safe driving record.

Responsibilities

  • Provide end-to-end oversight, leadership, and management of the contract to meet PWS requirements.
  • Ensure contract execution adheres to policies, regulations, and safety.
  • Set performance goals, timelines, and priorities.
  • Lead program reviews, meetings, and customer engagement activities.
  • Oversee contract modifications and negotiations.
  • Own P&L, budgeting, forecasting, and financial reporting.
  • Develop and implement program evaluation and continuous improvement.
  • Direct financial and operational activities to maximize profitability.
  • Collaborate with union representatives and participate in CBA negotiations.
  • Work with supervisors and technical teams to deliver projects.
  • Provide leadership and supervision for daily operations.

Job Title: Facilities Project Manager – Base Operations Support

About the Role:

This position will provide strategic leadership and full life-cycle management of the contract, with overall responsibility for the successful execution, performance, and administration of maintenance services operations. This role oversees a large-scale operation of approximately 300 employees and is responsible for ensuring contract requirements are met while maintaining operational excellence, financial performance, compliance, workforce engagement, and customer satisfaction.

What You'll Be Doing:

  • Provide end-to-end oversight, leadership, and management of the contract to ensure all work performed under the Performance Work Statement (PWS) meets contractual requirements and service expectations.
  • Ensure contract execution aligns with company and government policies, processes, regulations, and statutes while promoting quality, innovation, and safety.
  • Establish performance goals, timelines, and operational priorities that support company objectives and customer mission requirements.
  • Lead program status reviews, internal team meetings, customer engagement activities, business development initiatives, and other operational functions.
  • Oversee contract modifications, negotiations, and execution of contractual changes.
  • Own and maintain accountability for contract Profit & Loss (P&L) performance, including budgeting, forecasting, cost control, revenue tracking, and financial reporting to achieve business objectives.
  • Develop and implement program evaluation and continuous improvement processes to enhance operational effectiveness.
  • Direct financial and operational activities to maximize productivity, profitability, and contract performance.
  • Partner with union representatives, including participation in collective bargaining agreement (CBA) negotiations and labor relations activities.
  • Collaborate with supervisors and technical teams to understand customer requirements and successfully execute projects and initiatives.
  • Provide leadership and supervisory oversight to support daily operations, workforce performance, and contract execution.

What We're Looking For:

  • 5+ years of experience managing a Base Operations Support (BOS) facilities maintence contract.
  • Bachelor’s degree in Engineering, Facilities Management, Business Management, or a related field.
  • Knowledge of DoD regulations, federal requirements, and government contracting principles.
  • Project Management Professional (PMP) certification preferred.
  • Experience with work order management systems (e.g., Maximo) preferred.
  • Ability to obtain and maintain a government security clearance as required by the contract.
  • Ability to maintain access to government worksites in accordance with contract requirements.
  • Valid state driver’s license with a safe driving record in accordance with company policy and the ability to operate vehicles or equipment as required.
