Job summary

Global Diving & Salvage, Inc. seeks a Project Manager/Estimator II for our Seattle, WA office. This role leads contract negotiations, coordination of self-performed and subcontracted work, and safety oversight while managing budgets and schedules.

You will engage in bid development, client relations, and transitioning successful bids into active projects, with opportunities for process improvements and business development. This is a full-time position based in Seattle.

Qualifications

  • 8–15 years of applicable construction-related experience.
  • A valid driver’s license with acceptable driving record.
  • Experience with Primavera P6 (P6).
  • Experience with HCSS HeavyBid preferred.
  • CAD and drafting experience preferred.

Responsibilities

  • Lead contract negotiations and identification/negotiation of change orders.
  • Coordinate self-performed and subcontracted work with the onsite superintendent.
  • Spearhead site health and safety on projects with the safety team.
  • Develop, manage, and update project schedules and CPM scheduling.
  • Maintain live tracking, forecasting, and reporting of job costs.
  • Provide project management support for multiple projects concurrently.
  • Lead a team of project engineers and superintendents to safely execute projects.

Global Diving & Salvage, Inc. is currently seeking a Project Manager /Estimator II for our Seattle, WA office.

Position Description

The Project Manager/Estimator II will lead various aspects of project management, including contract negotiations, subcontractor coordination, safety oversight, budget tracking, and schedule management. Additionally, the individual will play a key role in maintaining client relations, identifying new business opportunities, and implementing process improvements to sustain competitiveness in the market. This position requires strong leadership, communication, negotiation, and organizational skills, as well as a thorough understanding of construction processes and regulations. This individual will be able to engage in all stages of the estimating and bidding process in addition to project management.

Core Responsibilities
  • Project Support
    • Lead all contract negotiations and the identification and negotiation of change orders
    • On $5 million+ projects.
    • Develop, prepare and manage all submittals and required project documentation
    • Coordinate self-performed and subcontracted work activities with onsite Superintendent.
    • Spearhead site health and safety on projects with the support of the safety team.
    • Perform weekly safety audits.
    • Manage the critical path schedule CPM daily.
    • Oversee the procurement and acquisition of materials, ensuring quality control of deliverables to projects.
    • Maintain live tracking, forecasting, and reporting of job costs.
    • Prepare and update project schedules.
      • Lead all finances and schedule meetings throughout the duration of projects within the scope of supervision.
      • Code and track receipts for daily job expenses.
      • Generate bi-monthly cost-to-complete reports (every two weeks).
      • Conduct internal financial and progress reviews of budget and schedule.
      • Provide oversight of purchases and approvals.
    • Provide project management support for multiple projects running concurrently.
    • Lead a team of project engineers and superintendents to safely execute a range of marine construction projects.
  • Opportunities/Business Development
  • Sign up and attend on-site visits.
  • Develop and implement process improvements to maintain a competitive edge in the market.
  • Stay engaged with client relations and development.
  • Responsible for identifying opportunities on bid sites and via relationship leads.
  • Prepare bid/no bid recommendations for management's final review and decision-making.
  • Estimates and Proposals
    • Review plans and specifications to complete comprehensive quantity take-offs.
    • Identify associated costs, such as labor, materials, subcontractors, and equipment.
    • Collaborate with Operations and Business Managers to acquire estimates for durations, crew sizes, and equipment requirements.
    • Identify and communicate project-specific risks effectively.
    • Responsible for preparation, managing all parties, and leading bid reviews as an active.
    • Determine suitable means and methods for project execution.
  • Transitioning Successful Bids to Active Job Status
    • Review all contracts as assigned.
    • Collaborate with the legal team to navigate the contracting process.
    • Lead the submittal process and the documentation reporting required by the owner, various authorities, including but not limited to USCG, DOE, EPA, and other relevant state and local agencies.
    • Negotiate and finalize subcontracts as necessary for all projects under consideration as assigned.
    • Facilitate the transition of estimates into project budgets.
    • Develop the Critical Path Method (CPM) schedule.

Qualifications / Experience
  • Applicable construction-related experience 8-15 years
  • Valid Driver’s License with acceptable driving record.
  • Experience with OCS P6 / Primavera P6
  • Experience with HCSS HeavyBid (preferred)
  • Experience in computer-aided design (CAD) and drafting. (preferred)
Education
  • High school diploma or equivalent.
Physical / Mental Requirements
  • Perform work in office and in field settings.
  • Flexibility to work any day of the week, both night and day. (as needed)
  • Ability to successfully pass a pre-employment drug test and a background check.
  • Physical ability to lift, push, and pull up to 70lbs occasionally up to 12 times per shift.
  • Endurance for standing, sitting, walking, pushing, pulling, squatting, crouching, bending, stooping, crawling, kneeling, climbing stairs and ladders, repetitive reaching, and repetitive hand use for up to 12 hours per day in all weather conditions (Sun, Rain, Sleet, and Snow).

Compensation and Benefits
  • The pay range for this position is:
    • $135,000 - $160,000: $135/day uplift
  • Actual base compensation offered will be determined based on multiple factors, including relevant skills and experience.
