Location: West Texas (Midland/Odessa, Monahans) Department: Instrumentation & Electrical (I&E) Reports To: Operations Manager / Regional Manager
Position Summary
The I&E Project Manager / Estimator is responsible for the successful development, estimating, execution, and completion of instrumentation and electrical projects throughout West Texas and surrounding regions. This position serves as a key leader in project planning, cost estimation, client relationship management, field execution, safety compliance, and financial performance.
The individual will oversee multiple projects from the bidding phase through project closeout while ensuring work is completed safely, on schedule, within budget, and in accordance with customer specifications and company standards. This role requires strong technical expertise in industrial electrical and instrumentation systems, as well as the ability to build customer relationships, develop business opportunities, and lead field personnel. Must be willing to travel as required to support project and customer needs.
Essential Duties and Responsibilities
Project Management
- Lead and manage I&E projects from initial opportunity identification through final project completion and turnover.
- Develop comprehensive project execution plans, schedules, manpower forecasts, and resource allocation strategies.
- Coordinate internal and external resources to ensure projects are delivered safely, efficiently, and profitably.
- Monitor project performance, budgets, productivity, and schedules to achieve business objectives.
- Identify project risks and implement mitigation strategies to minimize cost and schedule impacts.
- Maintain regular communication with clients, operations management, field personnel, subcontractors, and vendors.
- Prepare and present project status reports, financial updates, forecasts, and recovery plans.
- Manage project documentation, change orders, requests for information (RFIs), and project closeout packages.
- Ensure compliance with company quality standards, customer requirements, and applicable industry regulations.
Estimating & Business Development
- Prepare accurate and competitive estimates, proposals, and bid packages for industrial electrical and instrumentation projects.
- Perform quantity takeoffs, labor analysis, material pricing, equipment costing, and subcontractor evaluations.
- Review project drawings, specifications, scope documents, and customer requirements to develop detailed project estimates.
- Solicit and evaluate vendor and subcontractor quotations.
- Support contract negotiations and project award activities.
- Assist with identifying and pursuing new business opportunities within upstream, midstream, gas processing, pipeline, compression, and industrial markets.
- Develop and maintain strong customer relationships that promote repeat business and long-term partnerships.
- Participate in customer meetings, site visits, pre-bid conferences, and project walkdowns.
Operations & Leadership
- Provide leadership, direction, and mentorship to project teams, field supervisors, technicians, and apprentices.
- Foster a culture of accountability, teamwork, professionalism, and continuous improvement.
- Support workforce planning and manpower requirements for project execution.
- Coordinate with operations personnel to optimize resource utilization across multiple projects.
- Assist in fleet management, equipment utilization, and operational planning as required.
- Promote employee development through training, coaching, and performance feedback.
Safety & Quality
- Champion the company\'s safety culture and ensure compliance with all safety policies, procedures, and customer requirements.
- Participate in safety meetings, training initiatives, audits, and incident investigations.
- Ensure all work activities comply with OSHA regulations, customer standards, and industry best practices.
- Maintain a strong commitment to quality workmanship and project excellence.
Fabrication and Shop Operations
- Support and oversee fabrication activities related to:
- Control Panels
- Motor Control Panels (MCPs)
- PLC and RTU Panels
- Pneumatic Control Systems
- Process Skid Packages
- Coordinate fabrication schedules and quality requirements to support project milestones.
- Ensure adherence to project specifications and quality standards within fabrication operations.
Qualifications
Education
- High School Diploma or GED required.
- Associate\'s Degree or Bachelor\'s Degree in Engineering, Construction Management, Electrical Technology, or related field preferred.
- PMP Certification preferred but not required.
- Relevant industry certifications are considered a plus.
Experience
- Minimum of 10-15 years of Industrial Electrical and Instrumentation experience.
- Minimum of 5 years of experience managing industrial construction or maintenance projects.
- Proven experience estimating and managing I&E projects within the Oil & Gas, Petrochemical, Midstream, Compression, Pipeline, Processing, or Industrial sectors.
- Experience with project scheduling, budgeting, forecasting, procurement, quality control, and field supervision.
- Demonstrated success leading field crews and executing multiple projects simultaneously.
- Experience developing customer relationships and securing new business opportunities.
Technical Knowledge

This individual combines technical expertise, business acumen, and leadership skills to drive safety, profitability, and operational excellence across the West Texas region.
The role does come with a company truck and fuel card also. Must live in Midland, Odessa or Monahans since the office and shop is in Monahans. Must be willing to travel to the field at least twice a week to check on his clients and projects and also attend bid walks.
