Job summary

Milrose Consultants, LLC seeks a Project Manager, Certificate of Occupancy (C of O) in New York City. You will lead full lifecycle C of O projects, acting as the main contact for clients, consultants, and internal teams to ensure smooth occupancy approvals and regulatory compliance.

You will coordinate with architects, engineers, contractors, and municipal agencies, tracking milestones, inspections, and approvals while maintaining thorough documentation and proactive client communication.

Responsibilities

  • Serve as the primary contact for assigned clients, providing updates on status, approvals, inspections, and occupancy milestones.
  • Manage projects from assignment through Temporary and/or Final Certificate of Occupancy issuance.
  • Coordinate with architects, engineers, contractors, ownership teams, and municipal agencies to advance project requirements.
  • Review project documentation and identify outstanding requirements needed to achieve occupancy objectives.
  • Monitor project schedules, milestones, inspections, sign-offs, and agency approvals for timely completion.
  • Research regulatory requirements and communicate project obligations to clients and stakeholders.
  • Track and follow up on agency comments, objections, requests, and outstanding items through resolution.
  • Review project submissions for completeness and accuracy prior to agency filing.
  • Maintain accurate project records and status updates in internal systems.
  • Generate project status reports, client communications, and meeting summaries.
  • Identify project risks, delays, and compliance concerns, escalating as needed.
  • Collaborate with internal teams to support project execution and deliver client service.

Position Overview

We are seeking a Project Manager, Certificate of Occupancy (C of O) to join our team. In this role, you will manage the full lifecycle of Certificate of Occupancy projects, serving as the primary point of contact for clients, consultants, and internal stakeholders.

The Project Manager is responsible for coordinating approvals, sign-offs, inspections, and closeout activities while ensuring projects progress efficiently and remain compliant with applicable regulatory requirements. This role requires strong project management skills, exceptional client service, and the ability to manage multiple active projects in a fast-paced environment.

You will work closely with Project Managers, Senior Project Managers, and Project Executives to support successful project delivery and maintain Milrose's high standard of client service.

What You'll Do

  • Collaborate with internal teams to support project execution and deliver exceptional client service.
  • Support continuous process improvement initiatives that enhance project delivery and client satisfaction.
Required
What You'll Bring
  • Bachelor's degree and 3-5 years of relevant experience in project management, construction, permitting, architecture, engineering, regulatory compliance, or a related field; equivalent experience may be considered.
  • Strong understanding of project coordination and regulatory approval processes.
  • Ability to manage multiple projects simultaneously while meeting deadlines and client expectations.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong problem-solving, organizational, and analytical skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, and Teams).
  • Ability to navigate municipal agency portals and manage project documentation.
  • Ability to work independently while collaborating effectively across multiple teams.
Preferred
  • Experience managing Certificate of Occupancy projects, including:
    • Review of Building Schedule of Occupancy (BSO) and Schedule A, familiarity with DOB Now, experience in occupancy certification requirements for Temporary Certificate of Occupancy (TCO), Interim Certificate of Occupancy (ICO) and Final Certificate of Occupancy.
    • Effective client communication and management, ability to coordinate and request inspections required for occupancy.
    • Clear understanding of requirements, ability to coordinate the required sign-offs for all occupancy certifications.
  • Knowledge of:
    • DOB systems DOB NOW, BIS, eFiling.
    • Familiarity with FDNY, DEP, DOT, LPC, HPD requirements.
    • NYC Buildings Construction and Zoning Code regulatory knowledge.
  • Experience supporting:
    • Alterations and New Building projects with multiple uses including Residential, commercial, mixed use, healthcare, hospitality, life sciences and projects.
  • Familiarity with:
    • Temporary Certificates of Occupancy (TCOs)
    • Final Certificates of Occupancy (COs)
    • Project closeout processes
    • Municipal inspections and approvals
Work Environment & Schedule
  • This position is based in New York City, with a hybrid schedule.
  • Standard working hours are Monday through Friday, 8:30 a.m. to 5:00 p.m.
  • Travel may be required for client meetings, project site visits, and municipal agency visits as needed.
Compensation & Benefits
  • Salary range: $75,000-$90,000, based on knowledge, skills, and experience.
