Drive the future of regional maritime operations and manage critical capital improvement initiatives at the heart of New York's transit infrastructure. Partner with the Port Authority of New York and New Jersey (PANYNJ) to deliver a diverse, high-impact portfolio of civil, structural, and environmental projects. POSITION OVERVIEW

Reporting to a Program Manager within the Capital Program Delivery unit of the Ports Department, you will oversee a complex, diverse portfolio of civil, structural, electrical, architectural, and environmental projects. This role requires an agile leader capable of driving multi‑million dollar maritime terminal and intermodal facility upgrades from initial scoping through final construction closeout. You will navigate public‑sector approval processes, manage multi‑stakeholder conflicts, and ensure major infrastructure milestones are met on time and within budget.

Operating primarily out of 4 WTC with regular monthly site visits to regional port facilities, you will embed yourself in a dynamic public‑private project environment. You will serve as a central coordination point between engineering divisions, facility staff, tenants, and executive leadership, converting complex project risks into structured, actionable mitigation strategies. This position offers a premier opportunity to exercise complete ownership over highly visible, long‑term transit infrastructure assets that directly support regional commerce.

KEY RESPONSIBILITIES

  • Manage the day‑to‑day delivery of a diverse portfolio of port infrastructure projects from development, design, and bidding through construction and closeout.
  • Navigate the internal capital approval process to successfully release project funds and maintain critical schedule milestones.
  • Lead, facilitate, and document complex technical meetings to establish consensus on engineering approaches across project lifecycles.
  • Cultivate strong collaborative relationships with facility personnel, tenants, external stakeholders, and engineering divisions.
  • Conduct monthly site visits and engagement meetings at various port facilities to ensure strict field coordination.
  • Proactively identify project complexities, anticipate stakeholder demands, and formulate robust risk mitigation measures.
  • Deliver clear, data‑driven project updates and strategic briefings to the Program Managers for executive leadership review.
  • Author high‑quality scoping documents, board items, capital authorizations, and executive briefing packages.
  • Coordinate directly with overlapping capital improvement projects to resolve design and construction interface issues.
  • Enforce strict adherence to project scope, established delivery schedules, and assigned budgetary constraints.
  • Secure all necessary environmental permitting and structural agreements with regulatory government authorities.
Requirements

REQUIRED QUALIFICATIONS

  • Bachelor’s Degree in Engineering, Architecture, Project Management, or a related field from an accredited institution.
  • Minimum of five (5) years of direct experience managing capital, port development, or facility construction projects.
  • Professional Engineer (PE) or Registered Architect (RA) license in New York or New Jersey.
  • Project Management Professional (PMP) certification.
  • Proven experience managing projects within a transportation environment or among active, ongoing operations.
  • Demonstrated expertise setting priorities, managing project risks, and overseeing civil, utility, or roadway design and construction; working knowledge of environmental permitting regulations, construction standards, and industry codes.
  • Valid driver's license.
  • Ability to clear a Federal Security Background check to obtain a Transportation Workers Identification Credential (TWIC).

PREFERRED QUALIFICATIONS

  • Direct project management experience focusing on waterfront and maritime construction initiatives.
