Job summary

Eliassen Group is seeking an experienced Project Manager/Business Analyst to lead planning, requirements development, procurement, implementation, and transition for an enterprise Real Estate Records Management System. The role is remote and contract-based, coordinating with internal teams and a System Integrator to ensure success.

The ideal candidate has 10+ years in PM/BA for complex enterprise projects, with real estate or land-management domain experience and hands-on RFP/SOW development.

Qualifications

  • Bachelor's degree in Business, Computer Science, Information Systems, GIS, or related field.
  • 10+ years in PM/BA with enterprise system implementations in utility/infrastructure environments.
  • Experience delivering full-lifecycle real-estate/land-management enterprise projects.
  • Direct experience with Pandell, ENKON Integral-LIS, Quorum Land, or Flairdocs Electric Track.
  • Experience producing current-state docs, detailed requirements, RFPs, SOWs, and acceptance criteria.
  • Ability to manage project controls, schedules, budgets, risks, vendors, and cross-functional stakeholders.

Responsibilities

  • Lead planning, requirements development, procurement, implementation, testing, cutover, and transition to operations for the Real Estate Records Management System.
  • Create and manage project plans, schedules, resource plans, budgets, risks, issues, decisions, and dependencies.
  • Lead cross-functional teams including Corporate Real Estate, Right-of-Way, GIS, Procurement, Finance, IT and System Integrator.
  • Facilitate requirements workshops, document current- and future-state processes, and develop detailed requirements across business, functional, technical, data, reporting, security, and integration.
  • Ensure requirements are complete, traceable, and testable; obtain formal approvals as needed.
  • Develop or support RFPs, terms and conditions, SOWs, vendor criteria, milestones, and acceptance criteria.
  • Lead requirements for core real-estate functions (parcels, deeds, easements, rights-of-way, leases, titles, records).
  • Coordinate data assessment, migration, cleansing, validation, reconciliation; manage integrations with ArcFM GIS, PeopleSoft ERP, and other systems.
  • Oversee vendor and System Integrator contracts, assure alignment with PMO, cybersecurity, and records-management standards.
  • Oversee unit and integration testing, data conversion, UAT, and performance testing with traceability to requirements.

Our client is seeking an experienced Project Manager/Business Analyst to lead planning, requirements development, procurement, implementation, and transition to operations for an enterprise Real Estate Records Management System. The PM/BA will manage project scope, schedule, budget, resources, risks, vendors, and the System Integrator, ensuring that business and technical deliverables meet our client's needs. The PM/BA will represent our client's interests throughout the project, collaborating closely with internal teams, Procurement, and the System Integrator. The ideal candidate has experience with utility real estate, land-management, or right-of-way systems such as Pandell, ENKON Integral-LIS, Quorum Land, or Flairdocs ElectricTrack and has skills in developing detailed requirements, documenting business processes, preparing technical terms and conditions, and creating RFPs for complex enterprise systems.

Responsibilities
  • Manage planning, requirements development, procurement, implementation, testing, cutover, and transition to operations of the Real Estate Records Management System.
  • Create and manage project plans, schedules, resource plans, budgets, risks, issues, decisions, and dependencies.
  • Lead cross-functional teams, including Corporate Real Estate, Right-of-Way, Utility Technology, GIS, Legal, Procurement, Finance, Cybersecurity, Engineering, Operations, ITD, third-party vendors, and the System Integrator.
  • Serve as lead Business Analyst by facilitating requirements workshops, documenting current- and future-state processes, and developing detailed business, functional, technical, data, reporting, security, and integration requirements.
  • Ensure requirements are complete, accurate, unambiguous, traceable, and testable. Identify conflicts and obtain formal approvals.
  • Develop or support RFPs, technical terms and conditions, Statements of Work, vendor evaluation criteria, deliverables, milestones, acceptance criteria, and payment requirements.
  • Lead requirements for core real-estate functions, including parcels, deeds, easements, rights-of-way, acquisition and disposition, title and survey records, leases, permits, encroachments, payments, obligations, and legal records.
  • Coordinate data assessment, migration, cleansing, validation, and reconciliation. Manage integrations with ArcFM GIS, ERP (PeopleSoft) and financial systems, document repositories, and Oracle asset and work-management systems.
  • Manage the product vendor and System Integrator, verify contractual compliance, and ensure alignment with PMO, technology, cybersecurity, procurement, and records-management standards.
  • Oversee unit, system integration, data-conversion, user acceptance, and performance testing with traceability from approved requirements to test results.
  • Manage cutover planning and execution, including production data migration, integration activation, access provisioning, contingency planning, and transition to operational support.
  • Oversee development of system documentation, operating procedures, training materials, training, change management, and knowledge transfer.
  • Proactively manage scope, schedule, budget, risks, issues, and changes. Document decisions and corrective actions and elevate significant concerns promptly.
  • Prepare timely project reports and presentations for stakeholders, leadership, and governance bodies.
  • Maintain transparent communication and drive resolution of issues affecting requirements quality, procurement, integration, or implementation.
Experience Requirements
  • Bachelor's degree in Business, Computer Science, Information Systems, GIS, or a related field.
  • Over 10 years of project management and business analysis experience, including at least 7 years leading complex enterprise system implementations in a utility or infrastructure environment.
  • Proven record delivering at least two full-lifecycle real-estate, land-management, right-of-way, GIS-enabled property-management, or comparable enterprise system projects, including requirements, procurement, vendor oversight, data migration, integration, testing, cutover, and stabilization.
  • Direct experience with at least one major real-estate or land-management platform, such as Pandell, ENKON Integral-LIS, Quorum Land, or Flairdocs Electric Track, with understanding of core modules and integrations.
  • Demonstrated experience producing current-state documentation, detailed and testable requirements, RFPs, technical terms and conditions, Statements of Work, and contractual acceptance criteria.
  • Demonstrated ability to manage project controls, schedules, budgets, risks, vendors, System Integrators, and cross-functional stakeholders in complex utility environments.
  • Strong analytical, facilitation, writing, communication, conflict-resolution, stakeholder-engagement, and executive-reporting skills.
  • PMP, PMI-PBA, or equivalent certification preferred.
  • Understanding of electric-utility real-estate processes preferred, including parcels, easements, rights-of-way, acquisition, title, leases, encroachments, legal records, and property access.
  • Experience integrating real-estate or land-management systems with ArcFM GIS, ERP and financial systems, document repositories, asset and work-management systems, and enterprise reporting platforms preferred.
Education Requirements

Bachelor's degree in Business, Computer Science, Information Systems, GIS, or a related field.
