Job summary

Actalent is seeking a Civil Project Manager to lead and deliver municipal and private civil engineering projects from planning through design and construction support in Michigan. This role emphasizes site civil work, water and wastewater infrastructure, budgets, schedules, and client communication.

You will mentor engineers, coordinate with internal disciplines, review technical reports and construction documents, and contribute to business development and client relationships in a hybrid West

Qualifications

  • Ten years of progressive civil engineering experience including design, construction administration, PM, and direct client interaction.
  • Experience with municipal and private sector projects.
  • Bachelor’s degree in Civil Engineering required.
  • Strong written and verbal communication skills for client interfacing.
  • Ability to prepare and review technical reports, construction plans, specs, and cost estimates.

  • Lead civil engineering projects from planning through design and construction.
  • Plan, schedule, budget, coordinate, and execute civil engineering work to meet timelines and scope.
  • Serve as primary client contact during proposals and project delivery.
  • Oversee execution by reviewing work for codes, standards, and practices.
  • Coordinate with internal disciplines and external stakeholders for integrated delivery.
  • Prepare and review reports, plans, specifications, and cost estimates.
  • Mentor staff and support professional development and licensure.
  • Participate in recruitment and onboarding of new engineers.
  • Attend progress meetings and represent the organization with clients.

The Civil Project Manager leads and delivers civil engineering projects for municipal and private sector clients, with a focus on general site civil work and water and wastewater infrastructure. This role manages project budgets, schedules, and engineering staff while applying strong analytical skills, solution-oriented thinking, and a collaborative approach to ensure high-quality, compliant, and timely project delivery.

Responsibilities
  • Lead and manage civil engineering projects from planning through preliminary and final design, including general civil site design, water main, and sewer infrastructure.
  • Plan, schedule, budget, coordinate, and execute assigned civil engineering work to ensure projects are delivered on time, within scope, and aligned with client expectations.
  • Serve as the primary point of contact for clients, providing clear and consistent communication during proposal development and throughout project design and delivery.
  • Oversee project execution by reviewing work performed by project engineers and staff to ensure compliance with applicable codes, standards, and accepted engineering practices.
  • Coordinate effectively with internal engineering disciplines and external project stakeholders to support successful, integrated project delivery.
  • Prepare and review technical reports, construction plans, specifications, and detailed construction cost estimates.
  • Supervise, mentor, and provide technical guidance to staff and project engineers, supporting their professional development and ensuring high-quality work output.
  • Participate in the recruitment, onboarding, and mentoring of new employees to build and strengthen the civil engineering team.
  • Attend project and progress meetings as required and represent the organization in client and project discussions.
  • Contribute to company growth initiatives and support broader business development and organizational activities, including proposal support and client relationship building.
Essential Skills
  • Minimum of ten years of progressive civil engineering experience, including civil design, construction administration, project management, and direct client interaction with municipal and private sector clients.
  • Bachelor’s degree in Civil Engineering.
  • Strong project management abilities, including managing multiple projects, meeting demanding schedules, and responding effectively to client needs.
  • Demonstrated proficiency using AutoCAD and Civil 3D for civil engineering design.
  • Experience in municipal engineering and public works projects.
  • Strong written and verbal communication skills, with the ability to produce clear technical documentation and effectively interface with clients and project teams.
  • Ability to prepare and review technical reports, construction plans, specifications, and construction cost estimates.
  • Legally authorized to work in the United States.
  • Valid driver’s license with an insurable driving record.
Additional Skills & Qualifications
  • Licensed Professional Engineer (PE) registered in the State of Michigan is highly preferred.
  • Experience with water and/or sewer hydraulic modeling.
  • Hands-on experience with Civil 3D, MicroStation, and AutoCAD in a civil engineering context.
  • Bkgd in hydraulics related to water and wastewater infrastructure.
  • Experience working directly with municipal and state clients on public infrastructure projects.
  • Ability to collaborate effectively across civil, environmental, geotechnical, and construction disciplines.
  • Demonstrated ability to mentor junior engineers and contribute to a supportive, growth-oriented team culture.

This role is based in a West Bloomfield office where the civil team is primarily located. Pay And Benefits

The pay range for this position is $100000.00 - $130000.00/yr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job‑related factors.
