Description

Spatial Front, Inc. (SFI), a two-time USA Today Top Workplaces awardee and Washington Top Workplaces honoree, is seeking a Project Manager to lead delivery of mission-critical application operations at the Department of Transportation. This role will be SFI's primary point of contact to the Contracting Officer, Contracting Officer's Representative, and other Government stakeholders. The Project Manager is responsible for overall contract performance and oversight of system and database administration, release and deployment management, configuration and asset management, 24x7 application monitoring and outage management, IT security posture, end-user support, and administration of operational tools. Success requires disciplined federal contract management, strong customer leadership, and working knowledge of cloud-based application operations supporting high-availability public-safety systems.

Primary Responsibilities
  • Serve as SFI’s single accountable project leader and primary customer point of contact; maintain continuous coordination with the COR, CO, Government project leadership, enterprise shared services, development teams, security personnel, subcontractors, and external vendors.
  • Direct and supervise the delivery organization; align staffing, skills, schedules, and on-call coverage.
  • Exercise delegated authority to resolve project issues, allocate resources, establish priorities, and elevate decisions affecting scope, schedule, cost, quality, security, or mission continuity.
  • Build a transparent, trusted customer relationship through timely communications, accurate reporting, proactive issue management, and documented follow-through.
  • Lead the integrated management cadence for work planning, deliverables, staffing, financial and schedule oversight, quality assurance, risk and issue management, change control, and executive reporting.
  • Own performance against contractual service levels and acceptable quality levels, including 99% on-time deliverables, 95% accurate deliverables requiring no rework, application availability, release timeliness, vulnerability remediation, and service-desk performance.
  • Maintain and develop KPIs and operational dashboards that communicate application health, service performance, workload, trends, risks, corrective actions, and measurable customer outcomes.
  • Provide management oversight of application operations across development, integration, staging, training and production environments, including system/database administration, application maintenance, continuity of operations, and annual live production failover testing.
  • Govern release readiness, deployment scheduling, approvals, validation, rollback planning, weekly release coordination, and synchronization of lower environments with production.
  • Oversee proactive 24x7 monitoring, daily application health checks, incident/problem management, planned and unplanned outage communications, root-cause follow-up, and coordination of technical response teams.
  • Ensure Tier 1 and Tier 2 support meets service expectations and that Tier 3 escalations are coordinated through development teams, OST, and external vendors using total-contact-ownership principles.
  • Maintain project compliance with applicable DOT policies, FISMA, NIST/FIPS requirements, the Privacy Act, records-management obligations, security training, nondisclosure requirements, and approved rules of behavior.
  • Coordinate vulnerability remediation, patch management, POA&M development, security assessment and authorization support, ATO evidence, audits, and monthly vulnerability reporting.
  • Implement quality controls so deliverables, repositories, inventories, and operational documentation remain complete, accurate, current, and audit-ready.
Requirements
  • Bachelor’s degree in information technology, computer science, engineering, business, or a related field; equivalent relevant experience may be considered.
  • 10+ years of progressive IT project or service-delivery experience, including at least 5 years leading a complex federal IT operations, application O&M, infrastructure operations, or managed-services program.
  • Demonstrated responsibility for a multi-disciplinary team of comparable scale, including technical leads, cloud/system/database engineers, DevOps and release personnel, service desk staff, QA, and technical writing support.
  • Demonstrated experience as the primary customer-facing program leader with responsibility for contract performance, staffing, risk, schedule, quality, deliverables, and corrective actions.
  • Working knowledge of federal IT security, privacy, ATO/SA&A, vulnerability management, incident response, continuity/disaster recovery, and audit-support requirements.
  • Experience managing application operations in AWS-hosted environments and coordinating across application development, shared infrastructure, cybersecurity, and end-user support organizations.
  • Strong command of ITIL-based incident, problem, change, release, configuration, service-level, and continual-improvement practices.
  • Exceptional executive communication, facilitation, analytical, conflict-resolution, and written reporting skills.
  • Ability to satisfy federal suitability/background investigation, credentialing, security training, nondisclosure, and system-access requirements.
Desired Skills & Qualifications
  • Experience supporting U.S. Federal Government mission systems and coordinating with an enterprise shared-services organization.
  • Experience with CMMI-SVC, ISO 9001, ISO/IEC 20000, and ISO/IEC 27001 operating environments.
  • Project Management Professional (PMP) certification; ITIL 4 Foundation or higher certification; and/or AWS certification and/or practical oversight experience with AWS cloud operations.
