Project Manager – Major Capital Projects

Under the general direction of the Director, Major Capital Projects, the Project Manager delivers comprehensive project management services for complex capital design and construction projects. The role ensures projects are completed on schedule, within budget, and meet quality standards and client programmatic needs. Major Capital Projects are defined as new construction or substantial alterations, extensions, or improvements to existing structures with a total project cost exceeding $70 million.

Key Responsibilities

• Lead procurement processes and administer contracts for architects, engineers, consultants, contractors, and subcontractors.
• Coordinate and align activities among clients, faculty, researchers, facilities staff, and external stakeholders.
• Ensure compliance with applicable building codes, safety standards, and regulatory requirements in coordination with state and local agencies.
• Collaborate with UCSF Real Estate and Communications teams to support internal campus communications and external community outreach.
• Provide conceptual cost estimates and feasibility analysis during early project phases.
• Review design documents for constructability and recommend cost‑effective and efficient solutions.
• Oversee construction activities, including coordination with inspectors and project teams.
• Lead project closeout processes, including documentation, turnover, and financial reconciliation.
• Coordinate and oversee Assistant Project Managers and staff augmentation consultants, as assigned.

Technical and Managerial Responsibilities

• Develop and maintain project schedules, resources, and budgets; prepare and monitor monthly cash flow reports.
• Manage project risks associated with schedule, scope, and budget; prepare risk mitigation reports.
• Review and approve invoices, including pay applications for accuracy and completeness.
• Implement LEAN processes and continuous‑improvement initiatives.
• Maintain strong professional relationships with affiliate representatives, management, and other departments within UCSF.
• Support Senior PM or other HD&C leadership in managing highly technical projects or large programs of projects.

Work Environment

Position will work at all UCSF Health locations in San Francisco. All Real Estate staff are required to be on site, in‑person, no less than 4 full days per week, although project activities may require additional time. The project manager must be responsive to project needs and demands based on phases and construction activities.

Department Description

UCSF Real Estate oversees the development, planning, delivery, and management of physical space across UCSF. It manages a lease portfolio of 1 million square feet and a capital program totaling approximately $400 million, comprising more than 100 projects across multiple campuses. The Health Design & Construction group is responsible for delivering projects on time, within budget, and in compliance with mandatory standards, with minimal disruption to clinical activities.

Qualifications

• Required: Bachelor’s degree in Architecture, Engineering, Planning or related field; 3–5 years of experience managing all phases of capital projects (or equivalent education/experience).
• Strong project management skills for multiphase projects within an occupied academic medical center or research facility.
• Knowledge of building codes and regulatory requirements (e.g., Title 24, OSHPD, Americans with Disabilities Act).
• Financial skills to prepare, monitor, and manage project budgets, evaluate cost estimates, and review payment requests.
• Effective communication skills with project teams, leaders, stakeholders, contractors, and consultants.
• Experience managing contractors and ensuring compliance with scope and budget.
• Strong Microsoft Office and project‑management software skills; working knowledge of CAD drawing programs.
• Demonstrated problem‑recognition, avoidance, and resolution skills.

Preferred Qualifications

• Professional license in Architecture, Mechanical, Electrical, or Civil Engineering.
• Working knowledge of California building codes, construction contracts, and industry practices.
• Broad skills in architecture, construction, MEPF, Lean Construction, and/or project delivery.
• Experience with university or research laboratory/medical center projects.
• Experience in lean business process improvement.
• Experience using Primavera Unifier and P6 scheduling software or similar.
