We are seeking an experienced Project Manager Technical Lead to oversee complex technology initiatives within a large enterprise environment. This role will manage projects from business case development and funding through procurement, contract execution, technical delivery, and implementation. Candidates should have at least five years of IT project management experience, strong vendor and stakeholder management skills, and demonstrated success working across Agile and Waterfall methodologies.
5+ years of experience managing complex, cross-functional IT projects within a large enterprise environment.
5+ years of experience working with hybrid, Agile, and Waterfall project management methodologies.
Proven experience developing business cases, project proposals, funding requests, RFPs, RFQs, contracts, and related project documentation.
Demonstrated experience managing vendor relationships, procurement activities, contract negotiations, and external technical partners.
Strong understanding of project planning, scope management, risk and issue tracking, resource coordination, and change control.
Excellent communication, negotiation, conflict resolution, consensus-building, and stakeholder management skills.
Experience managing resources within a matrixed organizational structure and coordinating business, development, quality assurance, and technical teams.
Bachelor's degree in Information Systems, Business Administration, or a related field, or equivalent professional experience.
The Project Manager Technical Lead will serve as a key point of contact for high-priority technology initiatives, guiding projects through the complete lifecycle. The successful candidate will connect business objectives with technical execution, ensuring that funding requests, procurement activities, contracts, project plans, schedules, risks, and deliverables remain aligned. This role requires someone who can communicate technical concepts in clear business language while coordinating diverse teams and external partners.
Partner with business and technology leaders to define and document the business case for technical initiatives.
Develop and manage business cases, project proposals, funding requests, procurement documents, RFPs, RFQs, and related materials through completion.
Support the preparation and ongoing maintenance of formal technology funding and planning documents.
Lead procurement activities, including evaluation of vendor responses, selection processes, negotiations, and contract execution.
Coordinate cross-functional teams through solution design, development, testing, implementation, and transition activities.
Establish project plans, schedules, milestones, traceability, risk and issue logs, and centralized project documentation.
Coordinate resources across business analysis, quality assurance, development, and other technical functions while supporting capacity planning.
Establish appropriate scope controls and manage project changes through formal governance and change-control processes.
Prepare and distribute recurring project status reports covering progress, risks, issues, dependencies, and mitigation strategies.
Develop technical and project documentation, including process diagrams, data flows, file layouts, input/output documentation, and project narratives.
Translate complex technical requirements and challenges into clear, actionable information for business stakeholders and leadership.
Apply established project management, quality assurance, governance, and documentation standards throughout the project lifecycle.
Facilitate collaboration among internal teams, external technical resources, vendors, and executive stakeholders to resolve issues and maintain delivery momentum.
Manage competing priorities in a fast-paced environment while maintaining project quality, schedule, budget, and stakeholder alignment.

Work Arrangement: Hybrid, combining onsite and remote work based on operational requirements
Schedule: MondayFriday, standard business hours, with flexibility based on operational needs

Preferred Experience: Prior government or public-sector experience is advantageous.
Project Management Tools: Experience with Microsoft Project, Jira, or comparable project management platforms is preferred.
Preferred Certifications: PMP, Certified ScrumMaster (CSM), SAFe, or comparable project management/agile certifications are advantageous.
Education: Bachelor's degree in information systems, business administration, or a related discipline, or equivalent professional experience.
