Job summary

HEI Civil in Phoenix, AZ seeks an experienced Project Manager to lead heavy civil initiatives across our Southwest operations. You will coordinate with superintendents, manage budgets, schedules, submittals, RFIs, and changes to ensure safe, high‑quality, on‑time delivery.

You will oversee subcontractors, monitor costs, and drive proactive project controls while upholding safety and client satisfaction across complex roadways, bridges, and water infrastructure projects.

Qualifications

• Education: High school diploma or GED required; 5+ years civil/heavy highway construction experience preferred.
• Experience: Proficient in managing heavy civil projects, budgets, and schedules.
• Proven ability to oversee subcontractors, change orders, and document control.

Responsibilities

• Work with heavy job and heavy bid initiatives.
• Review costs daily and monitor budget adherence.
• Review quality daily with emphasis on quantities and field photos.
• Coordinate with Superintendents on schedules, labor, equipment, materials and subcontractors.
• Inform senior leaders of significant budget or quality issues.
• Create and maintain weekly project schedules for budget tracking.
• Manage change orders, including negotiation and documentation.

We are looking to hire a highly motivated and experienced Project Managerto join our team!

Responsibilities:

• Work with Heavy Job and Heavy Bid.
• Review costs daily.
• Review quality daily - quantities, pictures.
• Coordinating with Superintendents regarding schedules, labor, equipment, materials, subcontractors, suppliers, etc.
• Inform General Superintendents and Field Operations Manager of significant budget busts and quality issues.
• Create and maintain weekly schedules to ensure Budget Management and Tracking.
• Manage cost/change control, including change order review, negotiation and recommendations, delay analysis and ensure tracking of all key project documents (including submittals, RFI's, change orders, invoices and payments, lien releases, etc. are being enforced).
• Control Extra Work Orders.
• Write and have all EWOs signed before work is started.
• Print and have all Recaps signed daily.
• Document Control.
• Plan revisions/pricing/distribution GS, FS, As-built Table.
• File electronic copies of all Project Documentation procured by FS listed above.
• Procure and file electronic copies of ROW/Street Cut/Fire Line/Domestic Service/Permits/etc.
• Address project issues.
• Schedule-related.
• Cost-related.
• Quality-related.
• Project management.
• Review the percent complete on phase codes with FS.
• Invoice approval/Tracking.
• Projections of each project weekly with FS/GS buy-in.
• Conduct weekly key project update meetings or every morning recap meetings.
• Control extra work orders.
• Review costs daily.
• Review quality of HJ input daily - pictures, quantities, notes.
• Inform General Superintendent and Field Operation Manager of significant budget busts or quality issues.

Knowledge, Skills, and Abilities:

• Experience with underground utilities, earthwork, roadway reconstruction and civil construction required.
• Effective negotiation skills.
• Extreme attention to detail.
• Computer skills in Microsoft Office, Microsoft Project and HCSS.
• Superior customer service skills required.
• Excellent organization and planning skills.
• Must be able to effectively communicate and manage subcontractors.
• Valid Driver's license.

Education and Experience:

• Education: Minimum High school diploma/GED required.
• Experience: 5+ years of experience with Civil and/or Heavy Highway Construction
