Leader Communications Inc. (LCI) seeks a Project Manager to direct Oklahoma-state-level OSDH projects, coordinating scope, schedule, budget, risk, and vendor deliverables under the PMO. This role requires U.S.

citizenship and the ability to obtain a security clearance. Experience with Waterfall, Agile and Hybrid methods is essential, along with strong communication and analytical skills. Proficiency with MS Project and effective stakeholder management are expected across the project lifecycle.

Qualifications

  • Experience with Waterfall, Agile and Hybrid project management methodologies.
  • Strong familiarity with and/or the ability to use MS Project.
  • Understanding and experience with PMI's PMBOK Guide and Standards.
  • U.S. Citizens and security clearances required.

Responsibilities

  • Manage medium to extra-large complexity projects through full life cycle activities.
  • Develop and manage project status reports for stakeholders and PMO dashboard.
  • Implement change management practices per PMO guidance.
  • Forecast, manage, and acquire resources to meet objectives.
  • Ensure activities and deliverables adhere to guidelines.
  • Facilitate and manage contract processes from initiation to closure.
  • Lead group facilitation and mentoring among agency teams.

Job description

The Project Manager will be responsible for the overall direction, coordination, implementation, execution, control, completion, and closing of OSDH projects under the guidance and direction of the PMO, ensuring consistency with the agency’s strategy, mission, commitments, and goals. The Project Manager will serve as a primary contact for direction of agency resources and activities as they relate to the life cycle of assigned projects. The Project Manager will be responsible for the overall direction, coordination, implementation, execution, control, completion, and closing of OSDH projects ensuring consistency with the agency’s strategy, mission, commitments, and goals. The Project Manager will manage vendor relationships and deliverables within project scope, removing blockers and escalating issues as needed. Individual must be able to attain and maintain a valid US Government Public Trust security clearance to be retained in the position.

Duties & Responsibilities
  • Manage medium to extra-large complexity projects through full project life cycle activities utilizing appropriate methodologies and tools, planning and communication, and acquire, develop, and manage the project team.
  • Perform all standard project management deliverables including scope and objectives, change management, risk mitigation, budgeting, stakeholder communication, project and vendor engagement, subject matter expert utilization, implementation, and project closure.
  • Develop and manage project status reports for communicating with project stakeholders and reporting key metrics for the PMO dashboard.
  • Implement change management practices in accordance with agency and PMO guidance.
  • Forecast, manage, and acquire (as necessary) resources needed to achieve project objectives.
  • Ensure project activities and deliverables adhere to federal, state, or agency documented guidelines.
  • Facilitate and manage contract processes from initiation to closure.
  • Routinely perform gap analysis, root cause analysis, and offer recommendations for successful project outcome.
  • Demonstrate dynamic ability to lead group facilitation activities for the agency especially in areas requiring interaction of an independent party.
Education & Experience Requirements
  • Experience with Waterfall, Agile and Hybrid project management methodologies.
  • Strong familiarity with and/or the ability to use MS Project.
  • Understanding and experience with the Project Management Institute's (PMI) Project Management Body of Knowledge (PMBOK) Guide and Standards. Required to be US Citizens and have security clearances in accordance with security requirements.
Skill & Certification Requirements
  • PMP certification.
  • Experience with Waterfall, Agile and Hybrid project management methodologies.
  • Strong familiarity with and/or the ability to use MS Project.
  • Understanding and experience with the Project Management Institute's (PMI) Project Management Body of Knowledge (PMBOK) Guide and Standards.
  • Excellent verbal and written communication skills with the ability to interact professionally with all levels of staff.
  • Strong analytical, problem-solving, and decision-making skills and multi-tasking capabilities.
  • Well-organized and detail oriented.
  • Other administrative or technical assignments as directed by team.

  • Ability to troubleshoot network incidences and provide a resolution report
  • Ability to interact with all team members in a mentoring role, this includes assistance in troubleshooting, and
