Job summary

Qualifications

  • Project Management Professional (PMP) certification (required)

Job description

Paradigm Technology is seeking Project Managers for our client (Public Utility). These are one year+ contracts and require being onsite in Chattanooga, TN once a month for a few days.

The Project Manager is responsible for planning, directing, and executing large and

complex projects from initiation through closeout. (cybersecurity, infrastructure, application

upgrades/deployment, etc.) These roles ensure projects are delivered on time, within scope and budget, and in alignment with organizational strategy. The Project Managers serve as the

primary point of contact for stakeholders and leads cross functional teams while maintaining strong project controls, financial oversight, and risk management. These positions require minimal supervision and the ability to independently manage assignments with general guidance on expected outcomes.

Key Responsibilities

Lead all phases of IT projects, from planning through implementation and closeout

Manage large IT projects and/or portfolios (including $7M-$15M budgets) / (cybersecurity, infrastructure, application upgrades/deployment, etc.)

Serve as the single point of contact for assigned projects, including executive and business stakeholders

Lead cross-functional and Joint Project Teams (JPTs) to ensure alignment with scope, schedule, cost, and quality objectives

Participate in project prioritization and portfolio planning activities

Project Controls & Governance

Establish and maintain effective project controls for cost, schedule, scope, risk, milestones, and performance

Develop, update, and manage detailed project schedules and budgets using approved project management tools

Prepare schedule scenarios, forecasting models, and project benefit analyses

Identify, assess, mitigate, and communicate project risks and issues

Support change management processes, including change requests and work authorization

Develop and support project and portfolio business planning budgets

Perform monthly forecasting and financial submittals, including accruals and journal vouchers

Coordinate with Finance and Fixed Assets Accounting to determine proper classification of project work orders

Support development, execution, and monitoring of purchase agreements and expenditures

Ensure accurate cost control, forecasting, and economic analysis

Communication & Reporting

Document project progress, changes, and impacts to cost and schedule

Communicate regular status updates, forecasts, and projections to project teams and stakeholders

Participate in and support project meetings, reviews, and executive briefings

Maintain compliance with organizational processes, standards, and governance requirements

Operational & Field Support

Provide field or site support during project execution as required

Interface continuously with IT, engineering, operations, contractors, vendors, and partners

Support seasonal, annual, and long-range planning efforts

Capture lessons learned and support continuous process improvement initiatives

  • Strong knowledge of IT project management methodologies, project controls, and governance practices
  • Expertise in cost engineering, scheduling, forecasting, budgeting, and financial analysis
  • Proficiency with project and work management tools (Primavera P6, Maximo, PowerPlan, C55)
  • Advanced proficiency with PC software (Microsoft Office Suite)
  • Ability to integrate cost, schedule, resource loading, and risk management
  • Strong analytical, problem-solving, and decision-making skills
  • Excellent written and verbal communication skills
  • Ability to work independently and manage multiple priorities in complex environments
  • Understanding of relevant organizational standards, procedures, and regulatory requirements
