Job summary

OWASA in Carrboro, NC is seeking a Project Manager to join the capital improvements team. This role is responsible for managing all aspects of assigned capital improvement projects, from planning through construction and handoff.

You will develop procurement documents, supervise consultants and contractors, maintain schedules and budgets, obtain easements, respond to inquiries, and communicate with regulators, staff and the public.

Qualifications

  • Requires a high school diploma or GED, plus specialized technical training equal to two years of college.
  • Minimum one year experience with project management principles and practices used in the planning and construction of public water and wastewater projects, or equivalent combination of education and experience.
  • Candidates should be self-motivated and have excellent written, verbal, and interpersonal communication skills with a proven ability to effectively manage projects.

Responsibilities

  • Developing requests for proposals and qualifications, contract documents, cost estimates, bid/proposals, contract awards, and other related contracting documents.
  • Executing assigned capital improvement projects and studies by procuring and directing the work of consultants and contractors.
  • Overseeing construction of assigned capital improvement projects in conjunction with resident project representatives.
  • Maintaining project schedules and budgets, ensuring conformance with internal policies, engineering standards, and regulatory requirements.
  • Obtain easements and encroachments required for projects through OWASA standard operating procedures
  • Responding to customer concerns and inquiries.
  • Interacting with consultants, contractors, regulators, operations and professional staff, members of the public, and other stakeholders.
  • Develop and execute project communication plans in conjunction with other OWASA staff.

Pay and Benefits

Salary Range is$80,682 - $120,918
