Job summary

Orange Water and Sewer Authority (OWASA) is seeking a Project Manager to lead capital improvement projects. The role entails managing all aspects from planning through execution, coordinating with consultants and contractors, and ensuring compliance with policies and standards.

The candidate will develop contracting documents, manage schedules and budgets, and communicate with stakeholders to ensure successful project delivery.

Qualifications

  • High school diploma or GED plus specialized technical training equivalent to two years of college.
  • Minimum one year of experience with project management principles used in planning and construction of public water and wastewater projects or equivalent.
  • Candidates should have excellent written, verbal, and interpersonal communication skills with proven ability to manage projects.

Responsibilities

  • Develop requests for proposals and qualifications, contract documents, cost estimates, bid/proposals, and related contracting documents.
  • Execute assigned capital improvement projects by procuring and directing consultants and contractors.
  • Oversee construction of projects with resident project representatives.
  • Maintain project schedules and budgets in line with internal policies and standards.
  • Obtain easements and encroachments per OWASA procedures.
  • Respond to customer concerns and inquiries.
  • Interact with consultants, regulators, operations staff and other stakeholders.
  • Develop and execute project communication plans with OWASA staff.

Job description

OWASA is seeking a team member to join our capital improvements team as a Project Manager. This position is responsible for managing all aspects of assigned capital improvement projects.

Key Responsibilities
  • Developing requests for proposals and qualifications, contract documents, cost estimates, bid/proposals, contract awards, and other related contracting documents.
  • Executing assigned capital improvement projects and studies by procuring and directing the work of consultants and contractors.
  • Overseeing construction of assigned capital improvement projects in conjunction with resident project representatives.
  • Maintaining project schedules and budgets, ensuring conformance with internal policies, engineering standards, and regulatory requirements.
  • Obtain easements and encroachments required for projects through OWASA standard operating procedures
  • Responding to customer concerns and inquiries.
  • Interacting with consultants, contractors, regulators, operations and professional staff, members of the public, and other stakeholders.
  • Develop and execute project communication plans in conjunction with other OWASA staff.
Qualifications
  • Requires a high school diploma or GED, plus specialized technical training equal to two years of college.
  • Minimum one year experience with project management principles and practices used in the planning and construction of public water and wastewater projects, or equivalent combination of education and experience.
  • Candidates should be self-motivated and have excellent written, verbal, and interpersonal communication skills with a proven ability to effectively manage projects.

  • Salary Range is$80,682 - $120,918
