Job summary

OWASA is seeking a Project Manager to join the capital improvements team. The role oversees all aspects of assigned projects, from planning through construction, and requires coordinating with consultants, contractors, regulators, and OWASA staff.

The successful candidate will manage schedules and budgets, obtain easements as needed, respond to customer inquiries, and ensure compliance with policies and standards while delivering high-quality outcomes for the community.

Qualifications

  • Requires a high school diploma or GED plus specialized technical training equal to two years of college.
  • Minimum one year experience with project management principles and practices used in planning and construction of public water and wastewater projects, or equivalent education/experience.
  • Candidates should be self-motivated with excellent written, verbal, and interpersonal communication skills and proven ability to effectively manage projects.

Responsibilities

  • Develop and manage proposals, qualifications, contract documents, cost estimates, bid/proposals, and related contracting documents.
  • Execute assigned capital improvement projects by directing consultants and contractors.
  • Oversee construction of projects with resident project representatives and maintain schedules and budgets.
  • Coordinate with regulators, operations, consultants, and stakeholders to meet policies and standards.
  • Develop and execute project communication plans with OWASA staff.

OWASA isseekingateam member to join ourcapital improvements teamas aProject Manager.This positionis responsible formanaging all aspects of assigned capital improvement projects.

KeyResponsibilities

Developing requestsfor proposalsandqualifications,contractdocuments, cost estimates, bid/proposals, contract awards,and other related contracting documents.

Executing assigned capital improvement projects and studies byprocuringand directing the work of consultants and contractors.

Overseeing construction of assigned capital improvement projects in conjunction with resident project representatives.

Maintaining project schedules and budgets, ensuring conformance with internal policies, engineering standards, and regulatory requirements.

Obtain easements and encroachmentsrequiredfor projectsthrough OWASA standard operatingprocedures

Responding to customer concerns and inquiries.

Interactingwith consultants, contractors, regulators, operations and professional staff, members of the public, and other stakeholders.

Developand execute projectcommunication plansin conjunction with other OWASA staff.

Qualifications
