Job summary

City of Shreveport, LA seeks a capable project administrator to support contract negotiations, assist design/construction preparations, and coordinate with contractors and consultants. You will help prepare solicitations, track bids, and manage service delivery for department operations.

The role requires strong customer service, the ability to read and interpret plans, and basic computer skills. Expect travel within the locality; you may supervise clerical staff and ensure deadlines are met

Qualifications

  • High School Diploma or GED required.
  • Minimum of three (3) years of project administration or administrative duties with a municipality.
  • Customer service skills and the ability to gather and evaluate facts and earn trust.
  • Possess a valid Louisiana Driver's license and maintain a healthy driving record.
  • Ability to read and interpret plans and specifications; compare characteristics of construction phases.
  • Basic computer skills such as reading and responding to email.

Responsibilities

  • Assists project management teams with contract negotiations and preparations for design and construction.

  • Proofreads and approves documents including contracts and service requests.
  • Formulates project budget estimates.
  • Attends conferences, meetings, and interviews with officials and clients.
  • May supervise administrative staff and recruitment processes.
  • May perform duties involving PCs and related tasks.
  • Performs other duties as assigned.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Assists project management teams with contract negotiations and preparations for design and construction.
  • Works in close coordination with project management team’s contractors and consultants.
  • Prepares solicitations and tracks and monitors bid processes. Performs highly responsible management work in the service delivery of a specific function or operation of the department.
  • Plans, process, and implements approved departmental programs.
  • Researches, develops, and submits recommendations to improve services and other aspects of department's mission.
  • Implements approved work, training, and safety programs.
  • Uses PC or terminal keyboard to type or generate memos, letters, reports, or other established formats for information and/or data; inputs data, statistics and/or other information established formats; files and retrieves documents both manual and electronic; may use other common office machines such as typewriter, copier, recorder, fax and calculator.
  • Proofreads and approves documents including contracts, personnel forms, and service requests before sending for signature or further processing.
  • Formulates project budget estimates.
  • Attends and participates in conferences, meeting, briefings, and interviews with officials, administrators, and clients to conduct department business.
  • May supervise activities of employees engaged in performing administrative and clerical tasks.
  • May recommend new hires, promotions, other personnel actions.
  • May perform duties tending/operating Personal Computers (PC's).
  • Performs other duties as assigned or required.

5. Ability to read and interpret plans and specifications; compare and/or judge the readily observable, functional, or composite characteristics (whether similar or divergent from obvious standards) of construction phases, structural conditions, and architecture designs.

6. Basic computer skills such as reading and responding to email.

7. Ability to meet multiple deadlines in a stressful environment.

PHYSICAL REQUIREMENTS

1. Tasks involve frequent walking, standing, bending, stooping; some unassisted lifting, carrying, pushing and/or pulling of moderately heavy objects up to 50 pounds.

2. Must have minimal levels of eye/hand/foot coordination. May require the ability to differentiate between colors or shades of colors.

3. Requires the ability to talk and/or hear. (talking: expressing or exchanging information by means of spoken words; hearing perceiving nature of sounds by ear)

WORK ENVIRONMENT

1. Tasks require infrequent exposure to adverse environmental conditions.

2. Working around and with machinery having moving parts, heavy dust and loose particles.

Working at heights and low areas. Driving a vehicle to conduct work.

Travel:

Extensive travel and driving will be required locally from location to location to accomplish job assignments and visit job sites.
