Job summary

City of Shreveport seeks a Management Assistant for the Water and Sewer Department. The role supports managers with clerical duties, helps plan and implement departmental programs, and contributes to service improvements across the division.

Responsibilities include budget formulation, purchasing, and contract processing, along with maintaining financial records and coordinating meetings with officials and clients. Some supervision of clerical staff may be involved.

Qualifications

  • High School Diploma or GED from an accredited institution.
  • Bachelor's degree in Public Administration, Business Administration, Management or related field from an accredited institution plus four (4) years' of increasingly responsible management and/or administrative experience or a combination of education and experience equivalent to eight years.

Responsibilities
  1. Supports Managers in all administrative clerical support duties with limited supervision.
  2. Performs highly responsible management work in the service delivery of a specific function or operation of the department.
  3. Plans, process, and implements approved departmental programs.
  4. Researches, develops, and submits recommendations to improve services and other aspects of department's mission.
  5. Implements approved work, training, and safety programs.
  6. Uses PC or terminal keyboard to type or generate memos, letters, reports, or other established formats for information and/or data; inputs data, statistics and/or other information established formats; files and retrieves documents both manual and electronic; may use other common office machines such as typewriter, copier, recorder, fax and calculator.
  7. Proofreads and approves documents including contracts, personnel forms, and service requests before sending for signature or further processing.
  8. Formulates budget estimates, generates purchase orders, requisitions, and contracts, and maintains the financial records.
  9. Attends and participates in conferences, meeting, briefings, and interviews with officials, administrators, and clients to conduct department business.
  10. May supervise activities of employees engaged in performing administrative and clerical tasks.
  11. May recommend new hires, promotions, other personnel actions.
  12. May perform duties tending/operating Personal Computers (PC's).
  13. Performs other duties as assigned or required.
Water and Sewer

Management Assistant work activities involve the following tasks; Proofreads and approves documents, including contracts, personnel forms and service requests, before sendingfor signature or further processing; performs highly responsible management work in the service delivery of a specific function or operation of the department/division. Plans, process and implements approved departmental programs. Researches, develops, and submits recommendations to improve services and other aspects of department's/division's mission. Implements approved work, training, or safety programs. Formulates budget estimates; generates purchase orders, requisitions, and contracts; processes invoice and payments; and maintains the financial records, thereof. Performs timekeeper duties; maintain personnel and attendance records. Holds, attends, and participates in conferences, meetings, briefings, and interviews with officials, administrators and clients to conduct department business. May supervise activities of employees engaged in performing administrative and clerical tasks. May recommend new hires, promotions, other personnel actions. May perform duties tending/operating Personal Computers(PC's).Demonstrates knowledge and use of computerized maintenance management system (CMMS) and related documentation procedures. Initiates work orders. Performs other duties as assigned or required.

Qualifications
  1. High School Diploma or GED from an accredited institution.
  2. Bachelor's degree in Public Administration, Business Administration, Management or related field from an accredited institution plus four (4) years' of increasingly responsible management and/or administrative experience or a combination of education and experience equivalent to eight years. Ability to apply management, administrative, or supervisory skills to address employee issues and business operations. This ability and experience may have been acquired by any combination of college courses and experience.
Additional Qualifications for Water and Sewerage Department
  • Field Operations assignment - Valid Class 1 Water Distribution and Wastewater Collection Certificates issued by the State of Louisiana, Dept. of Health and Hospitals is preferred but not required.
  • Amiss Plant assignment - Valid Class 1 Water Production, Water Treatment and Water Distribution Certificates issued by the State of Louisiana, Dept. of Health and Hospitals is preferred but not required.
  • Lucas Plant assignment - Valid Class 1 Wastewater Treatment and Wastewater Collection Certificates issued by the State of Louisiana, Dept. of Health and Hospitals is preferred but not required.
Physical Ability
  1. May involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
  2. May involve extended periods of time at a keyboard or work station.
  3. Requires visual perception and discrimination and ability to communicate orally.
  4. Job must be performed with or without accommodations.
Work Environment
  1. Tasks are regularly performed in doors in an office environment.
  2. There is limited exposure to extreme weather conditions.
  3. May have normal exposure to dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise.
Travel

Work may be required locally from location to location to accomplish job assignments and visit job sites.
