Job summary

NES Fircroft is seeking a Project Cost Estimator to support the Lead Project Cost Estimator in managing the estimating process for a portfolio of roughly 160 projects. The role involves reviewing contractor estimates, performing material take-offs, and conducting QA cost analyses to ensure alignment with project scope.

Responsibilities include providing feedback to engineers, handling conceptual estimates, tracking KPI metrics, and performing field walks.

Qualifications

• Legal authorisation to work in the US on a full-time basis.
• Bachelor's degree with relevant experience OR 10+ years in refining/manufacturing or petrochemicals.
• Proficient in AspenTech Capital Cost Estimator 10.1 (ACCE).

Responsibilities

• Provide estimating assurance on contractor estimates per Motiva guidelines.
• Review project documents to ensure estimates reflect scope of work.
• Perform material take-offs to estimate material and labor costs.
• Conduct estimate quality assurance and cost analyses.
• Provide feedback to engineers/contractors; ensure revisions are captured.
• Engage in conceptual estimating and ask critical questions.
• Track ratios, benchmarks, and assist KPI reporting.
• Conduct field walks to understand scope and execution.
• Comply with Motiva safety programs and rules.
• Develop P50 estimates and align with departmental goals.
• Validate estimate hours against schedule durations and resources.
• Compare actual costs to estimates and update cost databases.

Job description

The Project Cost Estimator provides support to the Lead Project Cost Estimator to manage, implement, and control the overall project estimating process for a portfolio of approximately 160 projects.

Responsibilities:

Specific job duties or deliverables that the position requires which will also measure performance:

• Ability to provide estimating assurance on estimates submitted by engineering and construction contractors in accordance with the Motiva project guidelines
• Ability to review project documents to validate that the contractors' estimate accurately reflects project scope of work
• Ability to perform material take-offs from project scope drawings/documents providing estimated material and labor cost for all disciplines
• Perform estimate quality assurance and all necessary cost analysis
• Provide feedback to engineering contractors as needed. Ensure revisions and corrections are correctly captured and reflected in latest estimate
• Some experience working with conceptual estimates. Demonstrate aptitude to ask the right questions when building a conceptual estimate
• Understand estimated ratios and metrics and compare against established benchmarks. Assist with KPI reporting
• Conduct field walks to understand project scope and execution
• Complies and participates with Motiva safety programs and rules
• Willingness to understand the P50 estimate philosophy and to develop estimates that achieve that departmental goal
• Validate estimate hours against schedule durations and resource loading
• Compare actual cost data against estimate and populate cost database

Experience and Qualifications Required:

• Basic understanding of Project Controls
• Experience working with engineering and procurement contractors is preferred
• Basic Knowledge of Richardson Engineering Estimating
• Proficient using MS Office suite of software (Excel, Power Point, Outlook) including the use of pivot tables, VLOOKUP, charts, and linking capabilities

Basic Qualifications:

• Must have legal authorization to work in the US on a full-time basis for anyone other than current employer
• Bachelor's degree and 3+ years of relative experience or minimum ten (10) years refining, manufacturing, or petrochemical experience in projects, turnarounds, and/or construction required
• Proficient using AspenTech Capital Cost Estimator 10.1(ACCE) (mandatory requirement)
