Job summary

OUC - The Reliable One is seeking a Project Engineer Substation/Transmission Project Mgmt to lead capital projects and manage engineering consultants. The role focuses on ensuring safe, reliable, and cost-effective substation development in Florida.

The ideal candidate holds an ABET-accredited engineering degree with at least four years in electric utility project management, and may hold advanced Power Systems certification.

Qualifications

  • Bachelor’s degree in Electrical Engineering, Mechanical Engineering or related engineering field (ABET accredited).
  • Minimum four years of electric utility substation project management or related design/construction experience.
  • Advanced Power Systems certification preferred.

Responsibilities

OUC - The Reliable One is presently seekinga Project Engineer Substation/Transmission Project Mgt to join the Trans Substation Engineering & Construction division. At OUC, we don’t just work – we’re building a bright future of innovation and transformation for future generations.

In this role, you will be responsible for coordinating and overseeing engineering consultants, reviewing transmission and substation design specifications for compliance with OUC standards, and securing the resources needed for the successful execution of capital projects. You will also represent and negotiate OUC’s interests with consultants, contractors, developers, government agencies, and industry organizations to ensure positive outcomes aligned with utility needs.

The ideal candidate will have:
  • Bachelor’s degree in Electrical Engineering, Mechanical Engineering or directly related engineering degree, from an ABET accredited college or university;
  • Minimum four (4) year’s total experience to include electric utility substation project management; electric utility transmission/substation design engineering, project management, construction management or operations experience;
  • Advanced certification in Power Systems (preferred);

Salary Range: $102,837.60 - $154,256.40 annually - commensurate with experience

The salary range listed reflects the full pay grade (minimum to maximum) for this role. In alignment with OUC’s compensation practices, starting salaries typically fall within the first half of the range (minimum to midpoint). Any exceptions to this practice require additional review and approval.

Job Purpose:

Manage electric substation capital improvement projects to meet OUC customer needs in the most safe, reliable, and cost-efficient manner. Perform review of engineering consultants' transmission and substation design specifications to ensure compliance with OUC standards and desired project outcome. Represent and negotiate OUC interests with consultants, vendors, contractors, developers, utilities, governmental agencies and industry working groups.

Primary Functions:
  • Coordinate and manage activities of engineering consultants and administer contracts to ensure compliance with terms and conditions;
  • Perform review of engineering consultants' transmission and substation project design specifications to ensure compliance with OUC standards and desired project outcomes;
  • Coordinate acquisition of all resources needed to successfully complete assigned projects including property rights, permits, materials, consultants and contractors;
  • Recommend new and updated engineering design standards, practices, procedures, methods, and material specifications which promote a safe, reliable, and cost effective transmission and substation system;
  • Recommend policy level and procedural changes that improve design and operation of the system;
  • Represent and negotiate OUC interests with consultants, vendors, contractors, developers, utilities, governmental agencies and industry working groups;
  • Attend seminars and advanced technical training as needed and available;
  • Coordinate, guide, and train other personnel on specific projects and programs as assigned;
  • Perform other duties as assigned.
Technical Requirements:

Working knowledge of all, but not limited to, the following:

  • Power plants operations;
  • Real time transmission system operations (i.e. Tags, schedules, outages, operators);
  • System protection concepts, short circuit and system command and control;
  • Transmission equipment and applications;
  • Environmental permitting processes and requirements in Central Florida;
  • Substation layout analysis and evaluation;
  • Mathematical and Analytical Skills;
  • Financial and budgeting concepts;
  • National Electric Safety Code;
  • Electrical maps/drawings/schematics/diagrams;
  • Substation materials and construction standards;

Familiarity with all, but not limited to, the following:

  • Equipment specifications for transmission lines and substations;
  • Project financial, budgeting, and cash flow statements;
  • Spreadsheets and PowerPoint presentations;
  • OUC passenger vehicle;
  • Software Applications (i.e. AutoCAD, PLS CAD, Primavera, Project Management tools);
  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
  • Good communication skills, both verbal and written;
  • Good negotiation and analytical skills;
  • Adaptable and flexible in evolving work environments;
  • Eagerness to learn and teach others;
  • Understand and apply governmental accounting practices in maintenance of financial records;
  • Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
  • Ability to use Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Working Conditions:

This job may be exposed outdoor weather conditions, risk of electrical shock, insects, work in confined places, and wet, humid conditions (non-weather).

Physical Requirements:

This job requires standing, walking, sitting, bending/stooping, reaching over head, and may lift up to forty (40) pounds. This job requires speaking and hearing, repetitive motions, typing, writing, detailed inspection, and may drive a company vehicle.
