The primary duty of this salaried-exempt position is the performance of significant managerial-level work related to the construction business operations of the Company. The position requires the individual to regularly exercise discretion and independent judgment concerning important business matters. The Project Engineer is responsible for supporting the planning, coordination, and execution of public works construction projects in California. The role involves working closely with project managers, superintendents, subcontractors, and governmental agencies to ensure that projects comply with design specifications, budgets, schedules, and regulatory requirements. This position requires a thorough understanding of California public works processes, including prevailing wage, DPW public work and Caltrans standards, and local permitting procedures.

Responsibilities
  • Safe work planning and execution.
  • Assist in managing day-to-day operations of public infrastructure projects, including roadways, utilities, sidewalks, and other civil works.
  • Project Layouts, USA Layout (calling and updates), Quality control supervision, Quantity tracking Budget management
  • Review and interpret construction drawings, specifications, and contract documents.
  • Prepare and track RFIs (Requests for Information), submittals, and shop drawings.
  • Support project managers in maintaining construction schedules and budgets.
  • Ensure compliance with all regulatory requirements for executing projects.
  • Tracking material costs and quantities entering project sites.
  • Create reports based on monthly material costs and inventory.
  • Perform material takeoffs from drawings, specifications, and other contract documents.
  • Perform basic engineering calculations and technical drafting to support field operations.
  • Perform the preparation of work plans and work packages.
  • Inspect field conditions and identify problems, inaccuracies, and cost saving measures that arise or that may be encountered. Take corrective actions as needed.
  • Field surveying and work layout support including elevation, control points, and compilation of as-built data.
  • Assist in compiling, processing, and confirming daily labor timesheets.
  • Participate in jobsite safety reviews, toolbox meetings, mass safety meetings, and safety training.
  • Assist on Order and schedule material deliveries.
  • Regular, reliable attendance.
  • Work productively and meet deadlines timely.
  • Communicate and interact effectively and professionally with supervisors, employees, and others individually or in a team environment.
  • Perform work safely and effectively. Understand and follow oral and written instructions, including warning signs, equipment use, and other policies.
  • May need to work additional hours during the week and weekend to complete job responsibilities within deadlines.
  • May work at various locations and conditions may vary.
  • Evaluate, prepare, and distribute appropriate RFI's and COR's.
  • Maintain accurate logs/records of the activities associated with RFI/Submittal/COR processes and ensure that critical pending items are brought to the forefront.
Public Works Compliance
  • Familiarity with Public Work and Caltrans Standard Specifications and Standard Plans.
  • Support the preparation and submission of project documentation required by local, state, or federal funding sources.
Permitting & Inspection Support

Assist with acquiring permits and coordinating inspections with agencies such as:

  • Caltrans Permit
  • Local DPWs (Department of Public Works) - Excavation permit.
  • Track and log inspection reports and ensure punch list items are addressed.
Document Control & Reporting
  • Maintain accurate project records including as-builts, correspondence, meeting minutes, and daily field reports.
  • Assist in preparing monthly pay applications and change order documentation.
  • Scheduling 3 weeks, 9 days look ahead, weekly schedule update and monthly Project Schedule Baseline Update.
  • Document control (tags, invoices, and material).
  • Project closeout.
Subcontractor & Vendor Coordination
  • Assist in evaluating subcontractor bids and scopes.
  • Track subcontractor deliverables, schedules, and compliance documentation.
  • Coordinate material procurement and delivery scheduling.
Skills & Competencies
  • Knowledge of California Public Contract Code and DIR requirements.
  • Strong organizational and documentation skills.
  • Ability to read civil, structural, and utility drawings.
  • Proficiency in Microsoft Office, Excel, and project scheduling tools.
  • Effective communication and interpersonal skills to work with field crews, office staff, and agency personnel.
Work Environment
  • Work split between field visits and office tasks.
  • Must be able to navigate active construction sites and work in varying weather conditions.
  • Support on multiple projects.
