Job summary

  • Serve as the primary liaison between the agency, contractors, and the public, resolving disputes through sound engineering judgment before they escalate to claims.
  • Direct field operations and administer construction contracts, including preparation and review of project records, pay estimates, and extra work bills.
  • Monitor field inspections and testing to confirm work conforms to Caltrans and municipal standards; manage resolution of non-compliant work.
  • Evaluate field conditions, develop engineering solutions, and draft contract change orders; estimate the value of contractor claims.
  • Enforce Cal/OSHA safety protocols and labor, traffic control, and environmental compliance requirements, including SWPPP.

Title: Resident Engineer Highway/Roadway Construction
Position Description

Enterris Associates is seeking a Resident Engineer to serve as the primary agency representative on public works highway and roadway construction projects. The Resident Engineer directs field operations, administers contracts, and ensures contractors construct projects in accordance with approved plans, specifications, and environmental requirements, while safeguarding public safety and the quality of the finished work.

Responsibilities
  • Serve as the primary liaison between the agency, contractors, and the public, resolving disputes through sound engineering judgment before they escape to formal claims
  • Direct field operations and administer construction contracts, including preparation and review of project records, pay estimates, and extra work bills
  • Monitor field inspections and testing to confirm work conforms to Caltrans and municipal standards; manage resolution of non‑compliant work
  • Evaluate field conditions, develop engineering solutions, and draft contract change orders; estimate the value of contractor claims
  • Enforce Cal/OSHA safety protocols and labor, traffic control, and environmental compliance requirements, including SWPPP
  • Make determinations on complex engineering and administrative matters involving traffic control, falsework, trench shoring, signage and signals, drainage effectiveness, earthwork stability, and pavement/base quality
  • Prepare special estimates, correspondence, final reports, and contractor claims reports; respond to public complaints and written inquiries
  • May require travel to and work at various project locations within the region
Hardware/Software Knowledge
  • Proficiency with Microsoft Office Suite (Word, Excel, Outlook)
  • Familiarity with Caltrans contract administration systems and construction management software
  • Working knowledge of CAD/plan review tools and project documentation platforms
Professional Experience Level/Other Qualifications
  • 5 15 years of civil engineering experience, with direct Caltrans and municipal/public agency construction experience
  • Active Professional Engineer (PE) license in California, required
  • Demonstrated experience serving as Resident Engineer or in a comparable contract administration/field engineering role on highway or bridge construction projects
  • Valid California driver's license
  • Preferred certifications may include ICC certifications (e.g., concrete, prestressed concrete, bolted connections)
Education/Training
  • Bachelor's degree in Civil Engineering or related field, required
  • Master's degree in Civil Engineering, preferred but not required
Compensation
  • This role is salaried/exempt with a base annual salary range of $145,000.00 - $190,000.00 and commensurate with skill, education, experience, and work location.
  • This role is bonus eligible after 6 months of employment.
