Job summary

Eastern Shipbuilding Group, Inc. seeks a Project Engineer to coordinate matrixed engineering support across disciplines and subcontractors. You will develop schedules, review changes, estimate effort and duration, and ensure tasks appear in the integrated schedule.

You will generate high-level estimates, drive detailed planning, and produce regular status reports to keep projects on time and on budget. A Bachelor’s in Mechanical Engineering or Naval Architecture is required.

Qualifications

  • 3-6 years of engineering experience.
  • Ability to obtain and maintain CONFIDENTIAL security clearance.
  • Intermediate level Word, Excel, and Outlook experience.
  • Ability to read and interpret documents such as journals, procedures, or regulations.
  • Effective presentation and response to senior management and department leaders.
  • Ability to follow written, verbal, or diagrammed instructions.
  • Familiarity with FORAN or similar CAD/CAM software (AVEVA, NUPAS CADMATIC, Ship Constructor).
  • Solve practical problems with variable factors and limited standardization.
  • Ability to work in a fast-paced environment and be a team player.
  • Experience planning/implementing projects with teams up to 10 people.
  • Familiarity with marine vessel engineering and design processes.
  • Familiarity with ABS, 46 CFR, IEEE, US Coast Guard requirements.
  • Strong knowledge of engineering drawings and product design.
  • Ability to read and interpret engineering products.

Responsibilities

  • Develop task-based plans to execute mid-sized projects with defined ECDs.
  • Ensure project plans are in the Engineering schedule.
  • Develop durations and budgets (hours/material) for tasks or projects.
  • Support response preparation for RFPs in engineering.
  • Notify supervisors of delays and propose recovery actions.
  • Attend or lead meetings to resolve obstacles and drive progress.
  • Meetings involve diverse shipyard functions and ESG customers.
  • Provide status updates and allocate workforce actions for project completion.
  • Generate regular project status reports to management.

Purpose

Project engineers are responsible for coordinating "matrixed" support among the various Engineering disciplines, as well as subcontractors and other assigned personnel. This person will develop project schedules, review proposed changes, develop technical solutions, and correctly estimate the time and effort level (hours and material) associated with new projects and changes. The Project Engineer will generate high level estimates of effort and project duration and develop progressively higher levels of detail prior authorization and execution. After projects are authorized for implementation, the Project Engineer will be responsible for ensuring tasks are resident in the Engineering Department's integrated schedule, regularly produce reports to status implementation, and drive projects to successful completion. Project Engineers define the resources required and develop an execution plan for any given requirement assigned to a specific project(s) and the time constraints required to execute. Project Engineers are required to provide regular status on their assigned projects and the specific actions or commitments of the workforce required to execute them.

Functions
  • Develop specific, task‑based plans to execute mid‑sized (>100 <1000 hours to execute) projects with clearly established Estimated Completion Dates (ECDs) for each task.
  • Ensure project plans are incorporated into the Engineering Department integrated schedule.
  • Develop Engineering estimates durations and budgets (hours and material) for a given task or project.
  • Act as Engineering's support representative in the preparation of responses to commercial or government Request for Proposals (RFPs).
  • Notify supervisor and other applicable managers of delays and complications to project plan execution, proposing potential solutions to recover schedule and budget.
  • Attend and potentially lead "as required" meetings to generate resolution of obstacles to assigned or related projects. Participants of these meetings involve a diverse field of participants across a range of shipyard functions such as Program Management, Production, Project Engineering, and individual engineers.
  • Meetings may also include participation by other internal and external Engineering customers.
  • Attend or lead "As required" meetings which are established and supported with internal engineering and external ESG customers to provide status and assist in assigned project completion.
Supervisory Responsibilities

A Project Engineer 2 will have no supervisory requirements but will have project lead requirements which require indirectly supervising assigned (matrixed) engineering resources responsible for project completion. Responsibilities include planning, assigning, and directing work; appraising performance of work accomplished to “home room” supervisor; addressing complaints and resolving problems.

Reporting Relationship

This position will report to the Manager of Project Engineering

Qualifications/Required
  • 3-6 years of experience in an engineering capacity
  • Ability to obtain and maintain CONFIDENTIAL security clearance.
  • Intermediate level Microsoft Word, Excel, and Outlook experience
  • Read and interpret documents such as general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Effectively present information and respond to questions from senior management and leaders from other department leaders.
  • Apply common sense understanding to carry out instructions furnished in written, verbal or diagram form.
  • Understanding of viewing or use of FORAN or similar software such as AVEVA, NUPAS CADMATIC, Ship Constructor or similar CAD/CAM software
  • Solve practical problems and deal with a variety of variables in situations where only limited standardization exists.
  • An ability to work in a fast‑paced environment, display attention for detail, and function as a team player.
  • Desired Intermediate experience planning and implementing projects with groups of up to 10 people.
  • Familiarity with the engineering and design process of marine vessels
  • Familiarity with typical Regulatory Body Requirements associated with the shipbuilding industry (i.e., ABS, 46 CFR, IEEE, and The US Coast Guard)
  • Strong knowledge of engineering, drawing and designing products.
  • Ability to read and interpret engineering products.
Educational Requirement

The Project Engineer 3 must have as a minimum a B.S. in any Mechanical Engineering or Naval Architecture discipline from an ABET accredited institution (advanced degree preferred) and at least 3-6 years of directly applicable Project Engineering or Project Management experience.

Working Conditions

This position is considered both office and field work which is characterized as follows. Assigned office space for daily work but is anticipated to conduct ship visits when needed/required. Occasional exposure to airborne dust in the workplace. When in the field, working in confined spaces may occur as well as working in high areas.
