Job summary

A regional wastewater treatment authority in Pennsylvania seeks an Engineering Manager to oversee capital projects related to wastewater treatment facilities. Responsibilities include managing engineers, preparing technical specifications, and assisting in project budgeting and analysis. From our Board of Directors to our Executive Director, leadership and staff; we work to enhance the community’s quality of life and safety by protecting our rivers and streams. After 60 years of continued design, construction and operations of the sewer system and treatment plant, we now have 400 plus employees serving residential, commercial and industrial customers in 83 communities throughout Allegheny County.

Position Summary

Job Duties

• Manages and directs consulting engineers and construction managers in the design and construction of capital projects to the treatment plant and bio solids process facilities.
• Attends regular internal and external progress and review meetings.
• Directs drafting and clerical personnel in the preparation of drawings and specifications for engineering projects.
• Reviews and approves shop drawings and project submittals.
• Prepares plans, specifications, and contract bid documents for capital projects and maintenance to the Authority’s facilities.
• Assists Operations Department in process performance and hydraulic/hydrologic analysis of the treatment plant and bio solids process facilities.
• Assists Maintenance Department in planning repair, renovations or replacement of treatment plant and bio solids process facilities, structures, and equipment.
• Prepares engineering requests for proposals for capital projects.
• Prepares engineering drawings of design projects for use by contractors.
• Prepares cost estimates and manages scheduling of engineering projects.
• Assists in preparing budgets for engineering projects.
• Prepares schedules, reports, and presentation materials with regards to Engineering and Construction projects.
• Performs other job-related duties as needed.

Minimum Education Level Required

Bachelor’s Degree in Engineering.
