Job summary

Saber Power Services, based in Houston, TX, seeks a Project Development Engineer Electrical TD to translate client requirements into engineering deliverables in early project development. Qualifications

• Bachelor's degree in Engineering from an accredited institution.
• Typically 3+ years of progressively responsible engineering experience in project development, estimating, FEL/FEED, or EPC.
• Ability to develop conceptual engineering solutions and technical documentation with limited supervision.
• Strong analytical, problem-solving, organizational, and communication skills.
• Ability to collaborate across multidisciplinary engineering and project teams.

Responsibilities

• Develop the technical basis of design, scope boundaries, exclusions, and design criteria for project development efforts.
• Prepare conceptual engineering deliverables including one-line diagrams, equipment layouts, bills of material, equipment specifications, data sheets, and procurement inquiry packages.
• Support estimating activities by developing quantity takeoffs, labor assumptions, equipment selections, schedule inputs, and technical clarifications.
• Collaborate with estimators, project managers, procurement, engineers, and discipline specialists to develop complete and estimate-ready project definitions.
• Evaluate client requirements, drawings, specifications, and existing site information to identify technical risks and design uncertainties.
• Apply approved engineering standards, product baselines, templates, and governance throughout project development.
• Participate in technical reviews and interdisciplinary coordination meetings supporting proposal development.
• Document engineering assumptions, lessons learned, and continuous improvement opportunities.
• Support the transition of projects into detailed engineering by providing complete project development packages.

Position Summary:

The Project Development Engineer develops the technical basis for projects during the early stages of project development by translating client requirements into well-defined engineering deliverables that support estimating, procurement, and project execution. Working closely with Sales, Estimating, Engineering, Procurement, and Project Management, this role develops conceptual engineering solutions, identifies technical risks, and establishes clear project scope to improve estimate accuracy and prepare projects for successful execution.

Duties and Responsibilities:

• Perform other duties as assigned.

Required Qualifications:

• Bachelor's degree in Engineering from an accredited institution.
• Typically 3+ years of progressively responsible engineering experience supporting project development, conceptual engineering, estimating, proposal development, FEL/FEED, or EPC project execution.
• Ability to develop conceptual engineering solutions and technical documentation with limited supervision.
• Strong analytical, problem-solving, organizational, and communication skills.
• Ability to collaborate effectively across multidisciplinary engineering and project teams.

Preferred Qualifications

• Experience supporting electrical infrastructure, substations, industrial facilities, renewable energy, or utility projects.
• Experience developing bills of material, equipment specifications, procurement packages, and conceptual engineering deliverables.
• Experience supporting estimating, proposals, project development, or front-end engineering activities.
• Engineer-in-Training (EIT) certification or Professional Engineer (PE) licensure.
• Familiarity with engineering standards, document management systems, and digital engineering tools.
