The Project Scheduler/Cost Controller is responsible for supporting the planning, scheduling, cost control, progress measurement, forecasting, and financial reporting of offshore and marine-related projects.
This position serves as a key liaison between Project Management, Finance/Accounting, Operations, Engineering, Procurement, Logistics, QHSE, and other project support functions to ensure project schedules, costs, resources, and progress are accurately tracked and reported.
The Project Scheduler/Cost Controller develops and maintains project schedules and cost-control tools, analyzes schedule and cost performance, identifies potential risks and variances, and provides timely reporting to support effective project execution and financial management.
PROJECT CONTROLLER RESPONSIBILITIES
- Develop, maintain, and update detailed project schedules using approved scheduling software.
- Develop baseline schedules, progress updates, look-ahead schedules, forecasts, and recovery schedules as required.
- Assist Project Managers with the development and maintenance of project budgets, cost trackers, revenue projections, cost forecasts, and other project-control tools.
- Monitor project milestones, critical path activities, cost performance, commitments, expenditures, and overall project progress.
- Collect and analyze schedule, cost, and progress data on a weekly and monthly basis.
- Track actual project progress and update schedules based on input from Project Management, Engineering, Procurement, Fabrication, Logistics, Marine Operations, and offshore personnel.
- Analyze schedule and cost variances, delays, productivity trends, and potential impacts to project completion and financial performance.
- Prepare project schedule reports, cost reports, progress reports, dashboards, forecasts, and other internal and client reporting.
- Assist with resource loading, manpower planning, workload forecasting, and allocation of project resources.
- Coordinate schedule interfaces between engineering, procurement, fabrication, logistics, vessel activities, offshore operations, and material and equipment deliveries.
- Review daily time tickets, daily progress reports, and supporting project documentation for accuracy and incorporation into project cost and progress reporting.
- Support the preparation and generation of client invoices and upload invoices through client portals as required.
- Monitor and report project accounts receivable status.
- Review third-party project invoices and support the tracking of project-related vendor costs and commitments.
- Assist Project Managers with requisitions and other documentation required for third-party project vendors.
- Coordinate with Projects, QHSE/Training, Finance/Accounting, Legal, and other departments in the setup and administration of project vendors, including prequalification and MSA requirements.
- Coordinate with Project Services, Logistics, and Marine Operations regarding the shipping, receiving, storage, and movement of project materials and equipment.
- Coordinate with Finance/Accounting regarding project revenue and cost accruals using approved project cost-control tools.
- Collaborate with clients and client project controls personnel to align schedule, cost, progress measurement, invoicing, and reporting requirements.
- Assist in developing and maintaining project progress measurement systems and the collection of weekly progress information from the Project Management Team.
- Ensure project activities, deliverables, and required resources are appropriately identified and incorporated into project schedules and forecasts.
- Review project scope changes and change order requests for potential cost, schedule, resource, and completion impacts.
- Support change management, delay analysis, schedule impact assessments, and cost impact evaluations.
- Identify project schedule and cost risks and support the development of corrective actions and mitigation strategies.
- Monitor and control project cost commitments and expenditures throughout all phases of the project.
- Participate in project meetings, planning sessions, internal reviews, and client progress meetings as required.
- Ensure project schedules, cost-control processes, and reporting comply with contractual requirements, company procedures, and client expectations.
- Maintain accurate project controls records, schedules, cost data, forecasts, reports, and supporting documentation.
- Support project closeout activities, including final cost and schedule reporting and lessons learned.
- Perform other related tasks as required.
EDUCATION & SKILLS
- Bachelor’s degree in Business Administration, Finance, Accounting, Project Management, Construction Management, Engineering, or a related field preferred.
- Minimum of 3–5 years of experience in project scheduling, cost control, project controls, or project services within offshore, marine, subsea, oil and gas, construction, fabrication, or similar industries.
- Experience supporting the technical and operational aspects of offshore construction, subsea, and/or marine projects preferred.
- Experience developing and maintaining project schedules, budgets, cost forecasts, and progress measurement systems.
- Proficiency with scheduling software such as Primavera P6 and/or Microsoft Project.
- Strong understanding of project planning, critical path methodology, cost control, forecasting, change management, and project reporting.
- Proficiency in Microsoft Office applications, particularly Excel.
- Ability to analyze schedule and cost data and clearly communicate variances, trends, risks, and potential impacts.
- Ability to read and interpret project schedules, drawings, contractual requirements, and other project documentation.
- Strong analytical, organizational, communication, and problem-solving skills.
- Ability to coordinate effectively across multiple disciplines and departments.
- Ability to manage multiple priorities and adapt within a fast-paced, growing project environment.
TECHNICAL REQUIREMENTS
- Proficient with Microsoft Office, including Word, Excel, and PowerPoint.
- Ability to work on Mac computers; training is available if needed.
- Understanding of document control and file-sharing procedures, Dropbox, and other online tools.
PHYSICAL REQUIREMENTS
- Ability to sit at a desk for prolonged periods while working on a computer.
- Ability to lift up to 15 pounds at times.
- Ability to communicate effectively via phone, email, and in person.
- Must possess and maintain the physical ability to safely perform the duties of the position.
AUTHORITIES

- Authority to initiate the Management of Change (MOC) process.
OFFICE HOURS & TRAVEL REQUIREMENTS
- Occasional travel within the Houston and Port Arthur area.
- Must adhere to established company workdays and office hours policies.
