Job summary

Black & Veatch Family of Companies in Overland Park, KS, USA seeks a Project Controls Sr Analyst to lead cost control, planning/scheduling, cost analysis, and earned value management on Government/DoD projects. You will guide junior staff and ensure compliance with FAR/CAS and audit readiness.

The role requires extensive EVMS, cost forecasting, and ERP/BI tool experience, with a focus on delivering accurate baselines and reports for federal programs.

Qualifications

  • GovCon or aerospace/defense/large infrastructure experience preferred.
  • Bachelor's degree in Engineering or Construction Management.
  • Experience managing CPFF/CPIF contracts with FFP and T&M.
  • FAR/CAS knowledge and DCAA audit readiness.
  • EVMS (ANSI/EIA-748) and variance analysis.
  • ERP experience: Deltek Costpoint, SAP or Oracle; Excel/Power BI/Tableau.

The Opportunity

As the Project Controls Sr Analyst, you will have the opportuntiy to:

  • Work in a senior level position assigned to a role within Mission Critical business working on cost
  • Under general supervision, competently perform all aspects of planning/scheduling, cost analysis, and earned value management according to training, capability and experience.
  • Provide some guidance to less experienced project controls personnel

Typical client base includes Department of Defense (DOD), United States Army Corp of Engineers (USACE) and many private companies in the Federal arena where Black & Veatch frequently teams for project execution in joint venture (JV) roles or utilizes a sub/prime contracting arrangement.

Key Responsibilities

Demonstrates the capability of leading the project control function of a project and able to influence internal and external clients. Lead facilitator of project forecasts. Recognizes issues and advises project team or JV partners on matters affecting project execution. Supports proposal efforts.


Cost:

  • Leads project cost controls team to prepare baseline cost deliverables.
  • Leads and analyses monthly/quarterly reports.
Management Responsibilities

Acts in capacity of a \"lead person.\" Does not have management responsibility for the people to whom they provide work direction.

Preferred Qualifications
  • Prior experience infederal government contracting(GovCon) or complex industries like aerospace, defense, and large-scale infrastructure is highly valued.
  • Four-year Bachelor's degree in Engineering or Construction Management.
  • Proven history managingcost-reimbursable contracts(CPFF, CPIF) alongside Fixed Price (FFP) and Time & Materials (T&M) is essential.

Regulatory and Compliance Expertise:

  • FAR & CAS Knowledge:Deep understanding of theFederal Acquisition Regulation (FAR)andCost Accounting Standards (CAS)to ensure allowable and allocable cost tracking.
  • Audit Readiness:Experience preparing forDCAA (Defense Contract Audit Agency)audits and managing incurred cost submissions.
  • GAAP Compliance:ApplyingGenerally Accepted Accounting Principlesfor revenue recognition and billing.

Technical and Analytical Skills:

  • Project Performance Metrics:Expertise inEarned Value Management (EVM)principles (ANSI/EIA-748) and variance analysis to track progress against baselines.
  • Financial Modeling:Ability to developEstimates at Completion (EAC), expenditure forecasts, and budget corrections.

Software Proficiency:

  • ERP Systems:Hands-on experience withDeltek Costpoint, SAP, or Oracle.
  • InEight software experience preferred Analysis:AdvancedExcel(Pivot Tables, VLOOKUPs) and data visualization tools like Power BI or Tableau.

Assigned to projects for U.S. Government Agency/Department clients. Candidate must be a U.S. Citizen.

Minimum Qualifications
  • Four-year Bachelor's degree with six or more years of relevant Cost Control of Planning & Scheduling experience OR no four-year Bachelor's degree required with eight years or more of relevant Cost Control or Planning & Scheduling experience in Home Office or Field Office.
