Job summary

Parsons is seeking a Project Controls Engineer to support cost management for NY/NJ contracts. You will perform detailed cost data validation, develop and maintain WBS, and produce dashboards to track budgets and cash flow across multiple projects.

Ideal candidates have a 4-year degree in Engineering/Construction Management or Finance, with 1–3 years of experience. Strong Excel skills and familiarity with Power BI are preferred. This is a corporate role within Parsons with growth opportunities.

Qualifications

• 4-year degree in Engineering or Construction Management or Finance (or equivalent) required.
• Masters in Construction Management preferred.
• 1–3 years of work experience is preferred.

Responsibilities

• Reporting related to cost control and budget control, data management, and financial reporting.
• Supports work breakdown structure (WBS) development and cost validation.
• Acts as liaison between PMs, Procurement, Engineering, Finance and Billing to ensure budgets and forecasts are accurate.
• Coordinates with subconsultants and vendors for invoicing, accruals, and payments.
• Develops presentations, reports, dashboards, and procedures for budgets, cost, and schedules.
• Maintains Earned Value Management System on the project and analyzes CPI/SPI.
• Reviews proposed budgets and scope changes for justification and documentation.
• Troubleshoots budget, scope, schedule, funding issues with other divisions.

Job Description:

Parsons is looking for an amazingly talented Project Controls Engineer to join our team! In this role you will get to explore the Cost Management functions for various contracts in NY/NJ region.

What You'll Be Doing:

• Reporting related to cost control, budget control, data management, change order management, financial reporting through Parsons' custom project controls systems. Facilitates the development of the work breakdown structure (WBS).
• Hands on, detailed analysis and validation of project cost data to ensure accuracy and reasonableness.
• Works as a liaison between Project Managers, Procurement, Engineering, Finance Department and Billing Department to ensure Budgets, Financial Forecasts and Cash-flow reporting is timely and accurate.
• Co-ordinates with subconsultants and vendors for contracts compliance, invoicing, monthly accrual reporting, and payment reporting.
• Develops presentations, reports, graphs, dashboards, and procedures to meet specific project requirements related to budgets, estimates, cost, and schedules.
• Develops metrics and reports so that accurate and timely information can be provided to management and stakeholders.
• Reviews proposed project budgets and scope changes for proper justification and documentation.
• Troubleshoots project-specific budget, scope, schedule, funding, or documentation issues working with other Divisions, Branches or Departments.
• Identifies best practices and coordinate the development and implementation of project controls tools and procedures to support these best practices.
• Proficient with data tools like MS Excel is must (and Power BI - preferred)
• Understands and applies engineering, procurement, and construction terminology, concepts, and relationships.
• Implements and maintains an Earned Value Management System on the project.
• Analyzes cost and schedule performance indicators (CPI and SPI).
• Prepares and maintains project forecasts and status updates.
• Provides assessment with corrective action recommendations to management.

Project Specific Tasks -

• Maintaining CFT (Common Forecast Tool) forecasts for JV and PTG jobs
• JV monthly accruals calculations and reporting via CFT.
• Subconsultant invoicing support (30+ subs), billing schedule, checking invoices and entry to Parsons Online Check Requests
• Working with biller to compile invoice and billing summary for JV.
• Manual Payment release to subs once JV is paid by the client.
• JV financials and maintaining log of capital contributions from JV partners.
• Collaborate with the project controls staff from JV partners for JV reporting procedures.

Preferred Education/Experience:

4-year degree in Engineering or Construction Management or Finance (or equivalent experience) and Masters in Construction Management is preferred with 1-3 years of work experience.
