Job description

Job Opening: Project Controls Manager in Stockton, California

Hill International is seeking a Project Controls Manager to join our team in Stockton, California. We are looking for an experienced, motivated, independent, and organized professional to lead project controls efforts.

Key Responsibilities
  1. Provide guidance and support to project teams on developing WBS structures, budgets, schedules, resource forecasts, risk registers, and standardized reports.
  2. Offer expert recommendations for resolving diverse project issues.
  3. Monitor and report on project financial and schedule data, including spend analysis, budget trends, and KPI reporting.
  4. Facilitate monthly project controls meetings and perform data validation on expenses and reports.
  5. Assist in fee proposal development, staffing plans, and contract amendments.
  6. Manage subconsultants, process invoices, and track progress against budgets.
  7. Handle purchase orders, change management, and oversee master schedules.
  8. Conduct schedule analysis, identify deviations, and communicate risks.
  9. Develop scope and cost documents, perform financial reviews, and work with project managers on earned value management.
  10. Generate ad-hoc reports and collaborate with project teams to address project needs.
Minimum Qualifications
  1. At least 10 years of progressive responsibility in engineering, project controls, or program management.
  2. Certification such as CCP (AACE), CAPM, PMP (PMI), or equivalent, and a bachelor’s degree in engineering, business, construction management, or related field.
  3. Experience with PMIS software solutions and developing dashboards.
  4. Proficiency in Excel and Office applications; experience with SharePoint and Kahua preferred.
  5. Field/construction experience, particularly in large-scale projects.
  6. Strong organizational and communication skills.
  7. Ability to read and understand project schedules is preferred.
Compensation and Benefits

The salary range for this position is $200,000 - $250,000, commensurate with experience and qualifications. Benefits may include medical, dental, vision, life insurance, disability insurance, flexible spending accounts, 401(k), paid time off, and more.
