The Frederick National Laboratory (FNLCR) is operated by Leidos Biomedical Research, Inc. The lab addresses urgent biomedical challenges including cancer, AIDS, drug development, nanotechnology in medicine, and rapid response to infectious diseases.
Program Description
The Facilities Maintenance and Engineering (FME) mission is to support the NCI at Frederick in curing cancer and AIDS. FME manages the physical campus, including research laboratories, administrative spaces, infrastructure, and surrounding landscape. It is responsible for planning, designing, and construction management of renovations at FNLCR.
Key Roles/Responsibilities
- Monitor project performance against budget baselines and established performance milestones.
- Compile and review budgets for FME using actual performance, previous budget figures, estimated revenue, expense reports, and other data sources to control funds and provide for proper financial administration.
- Complete estimate at completion (EAC) analysis of all cost elements within a project taking into consideration contract commitments, expenditures to date, changes and potential trends.
- Understand the impact of indirect cost on project total cost.
- Prepare financial plans, monitor implementation of financial policies.
- Extract and develop monthly reports from the project finance and accounting system to track costs and budgets.
- Analyze cost and schedule information, identifying potential concerns, as well as corrective alternatives, and presenting recommendations to management.
- Prepare routine and special-purpose reports.
- Assist the project team in the development and monitoring of a project’s EAC and assessing the reasonableness of the EAC.
- Serve as main point of contact for FME interface with the finance department and NCI regarding funding and financial matters.
- Maintain historical records, analyzing trends, establishing cost rates and personnel forecasts.
- Analyze quantitative project financial data and make recommendations to senior management.
- Maintain database(s) by entering, verifying, and backing up data to ensure integrity and completeness of financial data systems.
- Update contract commitments, reconcile and analyze actual expenditures, monitor trend status and maintain continuity of tracking structure.
- Recommend and interpret budgetary policies and procedures, prepare comparative evaluation of actual costs against budgeted funds.
- Develop creative reporting tools to communicate complex project sequencing and/or progress assessments.
- Attend project meetings to provide current financial information and potential impacts to project budget or forecast.
- Provide detailed performance metrics and analysis for senior management and NCI at established intervals.
Basic Qualifications
- Possession of Bachelor’s degree from an accredited college/university or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency.
- In addition to the education requirement, a minimum of five (5) years of related experience is required.
- Ability to work as a team member.
- Must be detail oriented.
- Ability to multitask and stay organized in a fast-paced environment.
- The essential functions of this position require the ability to walk, stand, bend, stoop, and climb stairs, with or without reasonable accommodation.
- Ability to obtain and maintain a security clearance.
Preferred Qualifications
- Experience in Maximo, Costpoint/Cognos and SharePoint.
- Experience in construction and facilities maintenance.
- Strong communication skills with all levels of personnel through written and oral presentations.
- Ability to interface and communicate with a wide range of functional areas in a highly technical environment.
- Advanced level professional providing professional input to complex assignments / projects, while working independently receiving guidance in only the most complex situations.
- Ability to exercise judgment in the evaluation, selection, and adaptation of both standard and complex techniques and procedures.

Pay and benefits include competitive compensation, Health and Wellness programs, Income Protection, Paid Leave and Retirement. Salary range: $95,900.00 - $141,133.00 USD. The posted pay range is a general guideline and not a guarantee of compensation or salary. Additional factors considered in extending an offer include responsibilities, education, experience, knowledge, skills, and abilities, as well as internal equity and alignment with market data.
