We are searching for a Project Controls Analyst (Nuclear) on behalf of our client. This is a 1 yr. contract assignment. (W-2) This critical role will lead reporting and compliance initiatives related to prevailing wage requirements and Davis-Bacon Act compliance for applicable Production Tax Credit (PTC) and Department of Energy (DOE) loan programs associated with the restart of the Nuclear Power Plant
Location: Palo, IA
The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $124,800 to $135,200 annually.
Key Responsibilities
- Prevailing Wage Compliance: Ensure all project activities comply with federal, state, and local prevailing wage requirements.
- Davis-Bacon Act Administration: Lead compliance efforts with Davis-Bacon Act provisions, including wage determinations, certified payroll reviews, and compliance monitoring.
- Third Party Consultant Management: Oversee and manage party accounting consultants responsible for Prevailing Wage Act (PWA) and Davis-Bacon Act compliance oversight, including performance monitoring, deliverable reviews, and coordination of compliance activities.
- DOE Loan Compliance: Coordinate compliance activities related to the Department of Energy loan requirements and reporting obligations.
- Documentation Management: Maintain comprehensive documentation of all wage compliance activities, audits, and corrective actions.
- Stakeholder Coordination: Work closely with contractors, subcontractors, third-party consultants, and internal teams to ensure compliance understanding and implementation.
- Audit Support: Prepare for and support compliance audits from federal agencies and other regulatory bodies.
- Risk Assessment: Identify and mitigate compliance risks related to wage and labor requirements.
Required Qualifications
- Bachelor's degree in finance, Accounting, Business Administration, or related field
- Minimum 5 years of experience in project controls, compliance, or related field
- Strong knowledge of Davis-Bacon Act requirements and prevailing wage regulations
- Experience managing third-party consultants and service providers
- Experience with federal tax credit programs (PTC preferred)
- Proficiency in project management software and reporting tools
- Excellent analytical and problem-solving skills
- Strong written and verbal communication abilities
- Detail-oriented with exceptional organizational skills
Preferred Qualifications
- Experience with nuclear power plant projects or utility industry.
- Knowledge of DOE loan programs and requirements.
- Certified Project Controls Professional (PSP) or similar certification.
- Experience with large-scale infrastructure restart projects.
- Familiarity with federal contractor compliance requirements.
- Previous experience overseeing accounting or compliance consulting Relationships.
