Nationwide IT Services, a trusted government contractor, seeks a Project Control Specialist - Journeyman at Offutt Air Force Base, NE (On-Site). You will provide training, event planning, coordination, and delivery-control support to the USSTRATCOM NAOC Training Office in a classified environment.

The role emphasizes applying E-4B Battle Staff experience to exercise preparation, schedules, scenarios, and documentation, coordinating interrelated training activities and ensuring accurate reporting

Qualifications

  • Three years NAOC Battle Staff experience with at least three years within the last five years, plus five years in USSTRATCOM/NMCS.
  • US citizenship and Top-Secret clearance with NC2/ESI, SCI, and SAP eligibility.
  • On-site availability 7:00 a.m.–3:30 p.m., Monday–Friday, with mission/exercise adjustments.
  • Prior NAOC Battle Staff service on the E-4B platform.
  • Ability to provide mission-essential support and travel within CONUS.
  • Ability to safeguard classified information and perform courier duties.

Responsibilities

  • Coordinate training milestones, preparation tasks, and materials under the NAOC Annual Training Plan.
  • Support coordination for USSTRATCOM, Joint Staff, interagency, and SAP exercises.
  • Assist scenario development and maintain scripts, timelines, playbooks, and training packages.
  • Coordinate NPES scenario requirements with on-site contractors responsible for maintenance and access.
  • Prepare progress, schedule, man-hour, and funds inputs; track training-product readiness and actions.
  • Support meeting and trip reports and timely submissions, including travel reports within five days.
  • Assist training functions and certification/evaluation; government personnel retain assessment responsibility.
  • Coordinate exercise schedule adjustments and perform trained classified-material courier duties.

Full Time

Offutt Air Force Base, Nebraska (On-Site)

The Project Control Specialist - Journeyman provides training, event planning, coordination, and delivery-control support to the USSTRATCOM National Airborne Operations Center (NAOC) Training Office.

This position applies E-4B Battle Staff experience to exercise preparation, schedules, scenarios, and documentation.

The ideal candidate coordinates interrelated training activities and produces accurate documentation in a classified environment.

Duties and Responsibilities
  • Coordinate assigned training, certification, and exercise milestones, preparation tasks, and materials under the NAOC Annual Training Plan.
  • Support external coordination for USSTRATCOM, Joint Staff, interagency, national-level, and authorized SAP exercises as directed.
  • Assist scenario development and maintain assigned role-player scripts, timelines, playbooks, and training packages.
  • Coordinate Nuclear Planning and Execution System (NPES) scenario requirements with the on-site NPES contractors, who retain their maintenance, account-creation, configuration, and scenario-file-operation responsibilities.
  • Prepare assigned progress, schedule, man-hour, and funds inputs; track training-product readiness, changes, and corrective actions.
  • Support meeting and trip reports and presentation submissions within the required timeframes, including trip reports within five working days after travel.
  • Assist all training functions and certification/evaluation preparation; Government personnel retain performance evaluation and assessment responsibility.
  • Coordinate exercise schedule adjustments within approved effort; perform trained classified-material courier duties during designated events.
Minimum Qualifications
  • A minimum of three years of NAOC Battle Staff experience, including at least three years within the last five calendar years, plus an additional five years of demonstrated relevant experience within USSTRATCOM or the National Military Command System (NMCS).
  • Required recency may be demonstrated through Operational Team service, or a former NAOC Battle Staff member training Operational Team members.
  • Prior operational NAOC Battle Staff service on the E-4B platform.
  • United States citizenship and a current Top-Secret clearance with NC2/ESI, SCI, and SAP access eligibility.
  • On-site availability, 7:00 a.m.-3:30 p.m., Monday-Friday, with coordinated mission or exercise adjustments.
  • Ability to provide mission-essential support, travel within CONUS, and complete required security, courier, in-processing, and annual training.
Required Knowledge, Skills, and Abilities
  • Skills to plan and prepare Watch Officer and Emergency Actions training, including Survivable Mobile Command Center Central Manager and Federal Emergency Management Agency support operations.
  • Training-support skills for Communications, Strategic Operations/Presidential Strike Advisor, and Current Operations/Surveillance Officer, Section Head, and Residual Capabilities Assessment.
  • Skills to support Intelligence and Team Chief training, executive-level familiarization with other Battle Staff responsibilities, and collective onboard voice, data, video, and NPES training.
  • Ability to apply Instructional System Design principles and NAOC Joint Mission Essential Task standards to training products.
  • Ability to safeguard classified information, perform authorized courier duties, and deliver accurate training and reporting products.
Preferred Qualifications
  • Previous SAP access experience relating to the NC3 community.
  • Depth contributing to mandatory team coverage in ISD/training, NPES/Integrated Tactical Warning and Attack Assessment, Watch Officer, Strategic Operations, Current Operations, Emergency Actions, Intelligence, and NMCS.
  • NAOC communications expertise contributing to collective coverage, or user-approved equivalents: FAB-T, LF/VLF, SHF, LOS RF, terrestrial networks, WGS, Single Channel Transponder, INMARSAT, AFSATCOM, AEHF familiarity, and Ka/Ku/X bands.

Salary range $120,000 to $155,000 annually
