Program Planning and Scheduling
Location: Dayton, Ohio | Salary range: $70,000–$105,000
Position Summary
We are seeking an experienced Project Control Analyst to develop, maintain, and analyze integrated master schedules for complex engineering and defense programs. This position works directly with program managers, engineering leads, control account managers (CAMs), and business operations personnel to build executable plans, evaluate schedule performance, and communicate risks to program leadership.
The ideal candidate has independently managed complex, resource-loaded schedules in an earned value management (EVM) environment and can turn detailed schedule data into clear recommendations. Candidates must currently reside within commuting distance of Dayton, Ohio, be U.S. citizens, and hold or be able to obtain and maintain the security clearance required for assigned programs.
Key Responsibilities
- Develop and maintain logically linked integrated master schedules (IMS) in Microsoft Project, aligned with the work breakdown structure, contractual milestones, and technical execution plan.
- Integrate engineering design, hardware and software development, procurement, integration, qualification testing, production, and delivery activities, including subcontractor and supplier dependencies.
- Build and maintain resource-loaded schedules; coordinate resource requirements, remaining work, and estimate-to-complete updates with CAMs and business operations personnel.
- Lead recurring schedule status meetings, validate progress with activity owners, and maintain accurate actual dates, remaining durations, and forecast completion dates.
- Perform critical path and driving path analysis, evaluate float and milestone trends, and identify schedule risks, resource conflicts, and impacts across teams.
- Conduct schedule health and quality assessments using tools such as SSI Tools or forProject Schedule Analyzer; identify and resolve logic, constraint, status, and baseline issues.
- Support schedule risk assessments, including development of duration uncertainty inputs with technical leads, analysis of results, and identification of mitigation actions.
- Prepare baseline change requests and what-if schedules; assess proposed changes, support approval reviews, and maintain baseline traceability.
- Support EVM reporting by maintaining alignment among schedule activities, control accounts, work packages, and resource plans; investigate schedule variances and support corrective actions.
- Prepare leadership summaries, milestone charts, and schedule narratives for program reviews and customer briefings. Clearly explain performance, emerging issues, and recommended recovery actions.
- Apply rolling-wave planning and integrate Agile releases and increments into the program schedule where appropriate; support schedule development for proposals and program reviews.
Required Qualifications
- Bachelor’s degree in business, information systems, engineering, project management, or a related field, or an equivalent combination of education and relevant experience.
- At least four years of relevant planning, scheduling, or project controls experience, including direct responsibility for developing, maintaining, and analyzing complex integrated master schedules.
- Advanced working proficiency with Microsoft Project, including dependency logic, calendars, constraints, baselines, resource loading, progress tracking, and critical path analysis.
- Hands‑on experience supporting programs with EVM requirements and coordinating schedule status, remaining work, and performance analysis with CAMs or equivalent work package owners.
- Experience conducting schedule health assessments and translating findings into specific schedule corrections. Familiarity with DCMA 14‑point assessment concepts and schedule quality expectations.
- Experience supporting schedule baseline changes, what‑if analysis, and development of schedule recovery plans.
- Ability to work directly with engineering and technical teams to validate activity durations, sequencing, completion criteria, and dependencies.
- Strong Excel skills and the ability to prepare clear schedule reports and leadership presentations using Microsoft Office applications.
- Strong analytical, organizational, and communication skills, with the ability to manage recurring reporting deadlines and challenge incomplete or inconsistent schedule inputs.
- Current residence within commuting distance of Dayton, Ohio, and ability to commute to assigned Dayton‑area work locations for required on‑site support.
- U.S. citizenship.
- Active security clearance or the ability to obtain and maintain the security clearance required for assigned programs.
Preferred Qualifications
- Five or more years of planning and scheduling experience supporting defense, aerospace, or other complex engineering programs, including large schedules with thousands of activities.
- Experience with SSI Tools, for Project Schedule Analyzer, Milestones Professional, and Acumen or comparable schedule risk analysis software.
- Experience performing schedule risk assessments and supporting DCMA Earned Value Management System Compliance Metrics (DECM) assessments or similar customer reviews.
- Experience supporting proposal schedules, integrated baseline reviews, and contractual schedule or EVM reporting, including IPMDAR or legacy IPMR deliverables.
- Experience with rolling-wave planning and hybrid Agile/waterfall execution across integrated hardware and software efforts.
- Technical background in information systems, software development, or engineering; experience automating schedule analysis and reporting using VBA, SQL, or similar tools.
