Job summary

Columbus Technologies and Services, Inc. is seeking a Project Schedule Analyst onsite at NASA Jet Propulsion Laboratory in Pasadena, CA. This 20-month contract offers a W2 with full benefits and a 9/80 work schedule.

The role partners with the project team to develop and maintain schedules, perform earned value management, and deliver reports that meet contractual requirements. U.S. citizenship or green card is required; background and drug screening apply.

Qualifications

• Bachelor’s degree in Business Administration or similar with minimum 9 years’ scheduling experience.
• Masters degree with 7+ years, or PhD with 5+ years scheduling experience.
• Strong experience developing and maintaining schedule plans.
• Proven earned value management and reporting capabilities.

Responsibilities

• Serves as an integral partner in the project business team.
• Works with the Project/Program team to schedule project elements, lifecycle, production details, materials, etc.
• Provides program or institutional scheduling products including integrated master schedules and performance analysis.
• Provides reporting and tracking to ensure contractual compliance.
• Analyzes and validates current schedule status against plan and baselines.
• Analyzes trends and forecasts impact to requirements; supports earned value scheduling integration.

JOB DESCRIPTION

• Serves as an integral partner in the project business team.
• Works with the Project/Program team to schedule the: project elements, project lifecycle, production detail, materiel, etc.
• Provides program, project or institutional scheduling products including comprehensive integrated master schedule products, schedule assessment and performance analysis.
• Provides reporting and tracking requirements, to ensure project/program or institution is compliant with contractual requirements.
• Analyzes and validates current schedule status to current plan, and historical/baseline schedule products.
• Analyzes efficiency and trends; forecasts impact to project, program, proposal, and/or institutional requirements.
• Responsible for the earned value schedule integration, and other schedule related support and services.

REQUIRED SKILLS

• Typically requires a Bachelors degree in Business Administration or similar discipline with a minimum of 9 years of related professional hands-on experience in project scheduling; Masters degree in similar discipline with a minimum of 7 years of related experience; or PhD in similar with a minimum of 5 years related experience.
• Strong experience in developing/maintaining schedule plans, identifying and flagging schedule and cost issues, analyzing schedule data, executing earned value performance measurement, and reporting/presenting findings.
• Experience in negotiating requirements and deliverables with subcontracts.
• Experience on a flight project with emphasis on implementation phases.
• Demonstrated ability to meet constantly evolving project needs and handle contending priorities.
• Confirmed leadership skills and demonstrated ability to develop, empower, mentor, and maintain a robust team.
• Effective communication skills in verbal, written, and presentation forms.
• Ability to interface effectively with all levels of program/project management, technical organizations, peers, subcontractors, other NASA Centers, and the sponsor.
• Strong user of Microsoft Office (Word and PowerPoint) with advanced Excel and Microsoft Project Professional skills.
• Ability and passion to rapidly learn new technical skills.
• Knowledge of Milestones Professional.
• Minimal travel based on business requirements.

DESIRED SKILLS

• Demonstrated experience in leading the implementation of project resource planning and control activities and earned value management (EVM) on a complex technical project.
• Experience in a project team environment with project reporting, coordinated cost/schedule planning, EVM, and various performance measurement techniques.
• Experience with cost-schedule baseline change control processes.
• Experience in conducting or participating in Integrated Baseline Reviews (IBRs).
• Experience in all phases of the flight project life cycle.
• Experience supporting audits and Integrated Baseline Reviews and performing independent assessments.
• Experience coordinating with various NASA centers and industry partners. Able to collect data from other institutions, integrate the data into cost estimates, analyze and communicate results.
