Job description

Under limited supervision of the Sheriff or the Sheriff’s designee, this Programs Coordinator positionperforms specialized law enforcement work in the care and security of inmates in the County Detention Center. Work involves preparing various reports and logs, conducting periodic searches, maintaining security, and counseling and advising special population inmates as needed. The Programs Coordinator will provide direct supervision of specialized staff (i.e. social worker, counselors, diversion officers, reentry specialists) in the Programs Unit of the County Detention Center. This position is responsible for overseeing direct contact services and activities (e.g. psychiatric, psychological, substance misuse, recreation, education, reentry, etc.) for offenders assigned to a specialized living unit and/or specialized program unit. Closely works with Medical, Classification, Administration, Community Collaborative Groups, Volunteers, Stakeholders, and the Court System.

Responsible for the development, coordination, and administration of various on-going activities related to goals and objectives of the agency and/or specialized programs/populations. Work also involves preparing a variety of documents and screening offenders for program placement. Prepare initial summaries (e.g., interviews offenders, reviews records and compiles social summary reports as needed or assigned) and make appropriate referrals to the proper treatment plan within the facility. Coordinate activities with other healthcare providers, volunteers and/or community service providers. Write reports and correlate data as needed to include classification data, admission summaries, risk assessments and security designation forms. Develop, implement and conduct unit programming (social and rehabilitative) for offenders and evaluate programming efforts upon completion. Interview offenders for inclusion in programs and handle informal complaints in the unit. Respond to correspondence from community agencies, families, and public inquiries. Monitor the completion of programs; maintain the maintenance of records of offender participation in programs. Communicate with offender families and others with inquiries concerning status and treatment progress of offenders.

Organize and facilitate stakeholder meetings and related workgroup meetings and provide program progress reports to stakeholders and administration. The Program Coordinator manages the administration of program orientation for the unit, coordinates outside agencies and community service providers. Partner with numerous stakeholders such as, but not limited to: mental health organizations, substance abuse service organizations, behavioral health facilities, local medical centers, local emergency management services, public health agencies, college/universities, mobile crisis units, life skills providers, healthy relationships/family services, social service agencies, drug treatment court, mental health court, re-entry programs/organizations, job training agencies, law enforcement agencies, district attorney’s office, job placement organizations, and probation and parole. Assist with the development of budget/operating plans and funding proposals for Program Unit at the Detention Center. Work with appropriate staff and organizations to develop and implement an on-going evaluation method to assess strengths and identify areas of improvement for all specialized programs in the facility. Monitor student interns and volunteers in the unit. Serve on various collaborative committees. Other related duties as assigned. The Programs Coordinator will be a liaison between the Detention Center, the Sheriff’s Office, and external organizations.

The main duties of this role include:

1. Support the inception and development of specialized programs within the detention facility and partner with mutual aid care partners.
2. Provide direct supervision to staff members of the Programs Unit as directed by the Sheriff and be responsible for the day-to-day operations of the Programs Unit.
3. Delivery of a planned model using best practices in addressing substance use disorders, mental illness, and co-occurring disorders to reduce recidivism.
4. Link specialized program inmate participants with substance misuse services, medical staff, mutual aid groups, criminal justice services while incarcerated and thereby enabling inmates to access support and resettlement.
5. Monitor and maintain records of inmate participation in specialized program activities.
6. Connect specialized program inmate participants to care-planning and community based services pending release
7. Understand and follow current security procedures of the detention center and promote good safety practices while working in a correctional environment.
8. Attend, actively participate, and facilitate (as needed) in collaborative group team meetings.
9. Take ownership of personal and professional development.
10. Responsible for compiling qualitative and quantitative data for inclusion in funding proposals, funding reports, and program evaluation.
11. Provide public presentations and lead public awareness initiatives related to specialized programs at the detention center.
12. Work within existing detention center rules, safe-guarding, risk-management and professional conduct guidelines with inmates confined in the facility and with other partnering agencies.
13. Compose materials from typed or handwritten copies, which require use of a variety of complicated formats for preparing correspondence, forms, reports, records, etc.; assume responsibility for correctness of spelling, punctuation, grammar and format.
14. Utilize computerized data entry equipment and various word processing, spreadsheet and/or file maintenance programs to enter, store and/or retrieve information.
15. Exercises independent judgment in determining proper actions or responses to jail-related events, incidents and other situations that require prompt, effective and legally defensible responses.
16. Conducts audio and visual surveillance for extended periods of time; walks and stands for extended periods of time; physically checks doors and windows for security.
17. Reads, comprehends and takes proper action based upon legal and non-legal documents; may require reading and responding to Release Orders, writs, Federal Form 41, medical instructions, inmate disciplinary actions, etc.
18. Reads and observes camera screens and monitors, distinguishing colors, and exercising a full field of vision for extended periods of time.
19. Recognizes signs and symptoms of suicide, self-mutilation and other self-destructive activities; taking action, as necessary.

Bachelor’s degree in a criminal justice or social services field of study, with 2 years of experience in corrections, mental health/substance use/behavioral disorders, public health, public administration, program development/implementation, and/or program management/evaluation; or an equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities.Possession of a valid North Carolina driver’s license. Must be eligible to complete detention officer certification.
