Pay Schedule I, Grade 31, Regular schedule: 35 hours per week.
Vacancies exist in the Department of Public Works and Transportation, Bureau of Utilities in Pipeline Maintenance.

Examples of Duties
Under general supervision, performs advanced computer programming and analysis work, using structured analysis, design, and programming techniques, in the development, maintenance, and enhancement of automated informational systems and programming applications.
- Analyzes proposed and existing automated procedures and applications.
- Determines their suitability for conversion, or for change in computer processing techniques. Develops detailed design and program specifications, including flow charts, form designs, record layouts, code definitions, and decision tables.
- Confers with user agencies to develop projects and determine feasibility of their automation requests.
- Assists agencies in the development, installation, and use of system and software upgrades, enhancements, and additions.
- Gives guidance and assistance to analysts in the development, testing, and modification of programming applications.
- Analyzes production system problems and develops specifications for problem resolutions. Prepares time and cost estimates for user requests.
- Develops written instructions for operations personnel.

Qualifications
Graduation from an accredited college or university with a bachelor's degree, which included at least four courses in the field of computers
Plus
Three years' programming experience, two years of which were in systems analysis.
(Additional experience may be substituted on a year-for-year basis for the required education. Education in computer science or a related field beyond a bachelor's degree may be substituted on a year-for year basis up to a maximum of one year for the required programming experience.)

Knowledge, Skills, And Abilities (Entry Level)
Thorough knowledge of the principles and practices of data processing, office automation, and computer programming. Thorough knowledge of COBOL and/or other computer programming languages as required.
Knowledge of the principles and practices of systems analysis.
Skill in planning, documenting, coding, modifying, and implementing computer programs.
Skill in documenting test conditions, creating test data, testing programs, and analyzing results.
Skill in analyzing computer end user needs and requests.
Skill in assessing the feasibility of automation projects.
Skill in troubleshooting program and production problems.
Ability to lead and instruct programmers and programmer analysts. Ability to establish and maintain effective working relationships with co-workers and computer end users.
Knowledge, Skills, And Abilities (Full Performance)
Knowledge of County and departmental rules, regulations, policies, and procedures.
Knowledge of County hardware, software applications, and peripheral equipment.
Knowledge of batch and on-line programming techniques using CICS.
Skill in leading and instructing programmers and programmer analysts.

EXAMINATION PROCEDURE

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

Benefits
