Overview

Centerra‑Savannah River Site (SRS) is seeking a visionary, high‑caliber executive to serve as the Program Support Division Director in Aiken, South Carolina. This pivotal role delivers strategic leadership, executive direction, and comprehensive administrative oversight for all business and program support functions supporting critical national security infrastructure.

Operating within a highly regulated federal government contracting environment, the Division Director serves as a key advisor to senior executive leadership. You will shape corporate policies, long‑range goals, and business strategies designed to maintain operational excellence, regulatory compliance, and maximum efficiency. If you are an accomplished executive with a sophisticated understanding of federal contracting, government cost accounting, complex logistics, and human capital strategy, this is an extraordinary opportunity to drive a mission‑critical program forward.

Responsibilities
  • Strategic Leadership & Business Advisory
    • Program Oversight: Directs and oversees the operations of several key administrative and operational departments, including Human Resources, Talent Acquisition, Accounting/Finance, Contract Administration, Information Technology, and Logistics (transportation, vehicle/radio maintenance, and supply).
    • Executive Advisory: Partner closely with the Deputy General Manager and executive stakeholders to formulate long‑term organizational goals, business strategies, and operational policies.
    • Risk & Business Continuity: Conduct rigorous risk assessments and execute robust business continuity plans to mitigate operational, legal, and financial exposures in a federal contracting setting.
    • Organizational Scaling: Evaluate, modify, and scale division structures and workflows to optimize resource allocation, reduce operational overhead, and support dynamic program requirements.
  • Human Capital Strategy & Compensation
    • Compensation Governance: Provide strategic leadership for the organization’s compensation planning processes (exempt and non‑exempt), including market pricing, salary structure administration, merit increases, and promotional adjustments.
    • Strategic Talent Acquisition: Direct the company’s recruitment and retention strategy to secure and onboard top‑tier cleared personnel in a highly competitive market.
  • Financial Stewardship & Contract Compliance
    • Regulatory Oversight: Ensure absolute compliance with FAR, DEAR, CAS, and the Service Contract Act (SCA).
    • Audit Readiness: Drive the financial health of the program by guiding the accounting department through rigorous government audits (DCAA/DCMA), indirect cost‑rate applications, and strict budget adherence.
    • Contract Negotiation: Serve as the primary administrative liaison with corporate management and NNSA/DOE contracting officers, establishing, negotiating, and administering business services to exceed contractual obligations.
  • Information Technology Governance Focus
    • IT Governance & Systems Alignment: Establish and oversee the information technology governance framework, policies, standards, and controls to ensure the security, integrity, compliance, and effective management of enterprise technology resources and IT frameworks.
    • Cybersecurity Oversight: Guide and supervise the organization’s cybersecurity program, ensuring the absolute protection of information systems, critical infrastructure, and digital assets through effective governance, proactive risk management, and rapid incident response.
    • Data Protection & Federal Compliance: Apply robust knowledge of cybersecurity standards (e.g., NIST controls) and manage secure system integrations necessary to protect Controlled Unclassified Information (CUI) and sensitive government contractor data.
  • Enterprise Logistics & Infrastructure
    • Logistical Frameworks: Manage complex logistical frameworks, ensuring that company transportation assets, communications systems (including radio maintenance), and inventory/supply chains are fully operational, compliant, and integrated.
    • Mission‑Critical Security Support: Oversee the operational readiness of specialized equipment and logistical support necessary to maintain secure, high‑tempo operations across the Savannah River Site.
Qualifications of the Ideal Candidate
Required Education & Experience
  • Education: Bachelor’s degree in Business Administration, Finance, Human Resources, Public Administration, or a closely related field.
  • Leadership Experience: At least twelve (12) years of progressively responsible business management experience, with a minimum of five (5) years serving in a senior leadership or director‑level capacity.
  • Federal Contracting Expertise: Direct experience managing business operations within a federal government contracting environment, with a demonstrated history of ensuring compliance with FAR, CAS, and DCAA requirements.
  • Financial Acumen: Deep understanding of government cost accounting and auditing practices required to successfully pass rigorous federal audits and manage complex rate structures.
  • Security Clearance: Ability to obtain and maintain a highly sensitive Department of Energy (DOE) “Q” security clearance.
Desired Education, Experience, & Certifications
  • Advanced Degree: Master of Business Administration (MBA), Master of Science in Management/Finance, Juris Doctor (JD), or an equivalent advanced degree.
  • Prime Contractor Experience: Fifteen (15) or more years of executive‑level management experience supporting a prime federal contractor, preferably within a DOE/NNSA or Department of Defense (DoD) security, logistics, or facilities operations environment.
  • Professional Credentials: Active professional certifications demonstrating mastery across core administrative disciplines, such as:
    • Finance/Accounting: Certified Public Accountant (CPA) or Certified Management Accountant (CMA)
    • Contracts: Certified Professional Contract Manager (CPCM) or Certified Federal Contract Manager (CFCM)
    • Human Resources: SHRM‑SCP or SPHR (Senior Professional in Human Resources)
    • Project Management: Project Management Professional (PMP)
