General Functions:

The ETC Program Supervisor is responsible for oversight of all support positions, safety and security, for 24-hour coverage within the Ernie Turner Center (ETC), with overall responsibility of all day-to-day operations at the residential program, including daily schedules, transportation, self-administration of medication and participant activities in alignment with CITC's vision and mission, and program goals. This position assists the Program Manager with necessary tasks and provides supervision, mentoring, training, and support to Behavioral Health Technician staff while ensuring compliance with federal and state regulations. Working in partnership with our people, the Program Supervisor helps develop opportunities that fulfill our endless potential by coordinating comprehensive residential services that support participant recovery and wellness outcomes. The role requires strong leadership and organizational skills to manage staffing shifts, oversee facility operations, and maintain quality assurance standards that ensure effective service delivery.

Duties and Responsibilities:
  • Assist the Program Manager with any necessary tasks or duties and act as backup for coverage when Program Manager cannot be on site.
  • Provide supervision, mentoring, training, and support to Behavioral Health Technician staff.
  • Manage timecards, schedules, and coverage for assigned staff.
  • Assist in procuring items and activities for the program and participants.
  • Ensure assigned staff track and reconcile all purchases using FYLE and remain up to date on their purchases weekly.
  • Attend daily community meetings to communicate and connect with participants.
  • Responsible for coordination of Participant calendar, appointments, and transportation schedule.
  • Ensures staff and participants' adherence to day-to-day schedule and assigned tasks.
  • Assist with intake and discharge processes within the center.
  • Ensure all positions adhere to federal and state regulations, including food regulations, health and safety regulations, OSHA standards, CARF accreditations and State and Federal guidelines.
  • Update procedures, policies, manuals, and orientation binders according to standards.
  • Oversee participant chore lists, assuring responsibilities and daily tasks are adhered to and completed safely and efficiently.
  • Provide training and oversight of medication policy, assuring medication is properly stored and disposed of, and follows participants' medication and self-administrative procedures in compliance with all State, Federal, and CARF guidelines.
  • Conduct regular Quality Assurance checks on all medication distribution and documentation.
  • Ensure all administrative responsibilities are completed and delegated properly amongst program support staff.
  • Support and coordinate kitchen duties, such as preparing menus, ensuring kitchen equipment and sanitation are maintained, and meeting all regulatory requirements.
  • Supervise program drivers and ensures all transportation needs for the program are met under Recovery Services program procedures.
  • Ensure the facility is clean and supplied for care and services according to organizational guidelines.
  • Provide on-call assistance and transportation duties when needed.
  • Provide training and oversight to ensure compliance with all regulations and CARF requirements.
  • Manage all staffing shifts and coverage for the facility.
  • Attend and provide staff support for relevant community events.
  • Train staff in Electronic Health Care Record workflow and documentation.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform all related duties as assigned.
Job Specifications:
  • Excellent verbal and written communication skills.
  • Demonstrated ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Knowledge of cultural and spiritual values and how they relate to Alaska Natives and American Indians.
  • Demonstrated ability to oversee and coordinate delivery of services meeting dosage and patient care requirements.
  • Demonstrated ability to supervise staff and offer effective clinical direction.
  • Strong problem-solving and critical thinking skills.
  • Demonstrated ability to use advanced word processing, spreadsheets and other relevant software.
  • Demonstrated ability to coordinate multiple activities.
  • Must always maintain confidentiality while displaying a professional demeanor.
  • Ability to actively participate in CITC privacy training and protect participant information in accordance with CITC privacy policies, procedures, and practices as required by federal and state law, with understanding that failure to comply may result in disciplinary action up to and including termination of employment.
  • Understanding that participant information may only be accessed to the extent necessary to complete job duties and shared on a need-to-know basis with those who have job responsibilities related to treatment, payment, or other CITC operations.
  • Responsibility to report, without threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of policy to the designated Privacy Officer.
Minimum Core Competencies:

Minimum Qualifications:
  • Employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Associate's degree in Sociology, Social Work, Psychology, Counseling, or related field. Relevant experience may substitute for the educational requirement on a year-for-year basis.
  • Ability to earn CDC certification within 1 year of hire.
  • Two (2) years of facility management experience, or oversight experience.
  • Two (2) years' experience in supervising employees.
  • Current SERV Safe certificate and Food Handler card, or ability to obtain within 3 months of hire.
  • Valid Alaska driver's license and to be insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
Preferred Qualifications:
  • Associate Safety Professional Certificate or ability to obtain within a year of employment.
