• Minimum five years of relevant experience in economic development, community development, site development, site selection, utility planning, infrastructure development, or industrial/commercial real estate.
• Experience leading projects with multiple stakeholders, public‑private partnerships, infrastructure planning, or development readiness initiatives.

Responsibilities

• Develop and implement economic development capacity-building programs and strategies across Ameren Missouri's service territory.
• Partner with local governments, economic development organizations, developers and stakeholders to advance initiatives.
• Lead programs to improve inventory and competitiveness of development-ready sites and opportunities.
• Coordinate site readiness, due diligence, infrastructure planning, and development assessments.
• Collaborate with Engineering, Planning, Transmission, Operations, and other partners to integrate utility infrastructure into development planning.
• Identify and evaluate funding opportunities, grants, and development programs.
• Develop economic development intelligence and data resources to support decision-making.
• Support business attraction and project development through RFIs, RFPs, analyses, and stakeholder engagement.
• Monitor program performance and long-term strategic planning.

About The Position

The Program Supervisor, Economic Development is focused on developing and managing economic development programs that strengthen readiness across Ameren Missouri's service territory by advancing site readiness, infrastructure preparedness, community capacity, and long-term development competitiveness. The position works with communities, economic development organizations, developers, site selectors, and internal business partners to design program strategies, align utility infrastructure planning, leverage site intelligence and funding opportunities, and coordinate stakeholder engagement in support of business attraction, expansion, customer growth, and sustainable economic development.

Key responsibilities include:

• Develop and implement economic development capacity-building programs and strategies that enhance development readiness, infrastructure preparedness, and long-term growth opportunities across Ameren Missouri's service territory.
• Partner with local governments, economic development organizations, developers, consultants, and other stakeholders to identify and advance initiatives that strengthen community and development capacity.
• Lead programs that improve the inventory and competitiveness of development-ready sites and other economic development opportunities that support business attraction, retention, and expansion.
• Coordinate site readiness, due diligence, infrastructure planning, and development assessments to identify opportunities that enhance market competitiveness and accelerate future development.
• Collaborate with Engineering, Planning, Transmission, Operations, Key Accounts, and other business partners to integrate utility infrastructure considerations into economic development planning and growth initiatives.
• Identify and evaluate funding opportunities, infrastructure investments, grants, and development programs that support economic growth and capacity-building objectives.
• Develop and maintain economic development intelligence, geographic data resources, readiness assessments, and related information to support strategic decision‑making and project evaluation.
• Support business attraction and project development efforts through coordination of economic development inquiries, responses to Requests for Information (RFIs) and Requests for Proposals (RFPs), analyses, and stakeholder engagement activities.
• Monitor program performance, development readiness progress, economic development trends, and investment outcomes to support continuous improvement and long-term strategic planning.

Minimum Qualifications

Bachelor's degree from an accredited college or university required. (e.g. Business, Economic Development, Urban and Regional Planning, Engineering, Geography/Geographic Information Systems (GIS), Public Administration, Real Estate Development, Construction Management)

Minimum Five (5) or more years of relevant experience required. (e.g. Economic development, community development, site development, site selection, utility planning, infrastructure development, industrial development, commercial real estate)

Demonstrated experience leading projects involving multiple stakeholders, public‑private partnerships, infrastructure planning, community development, or development readiness initiatives required.

Preferred Qualifications

• Certification from a recognized industry organization in economic development, planning, project management, real estate, or a related discipline preferred.
• Experience developing or implementing economic development capacity‑building, site readiness, infrastructure planning, grant, or community development programs preferred.

• Thorough knowledge of economic and community development processes and the factors that influence development readiness and competitiveness.
• Proven ability to develop strategies, establish programs, and translate broad economic development objectives into actionable initiatives.
• Excellent written, verbal, and digital communication skills, with the ability to explain complex issues clearly to diverse audiences.
• Proven ability to build relationships and trust with internal and external stakeholders and collaborate across large groups.
• Ability to analyze utility infrastructure, funding, site readiness, community capabilities, and related information to support project evaluation and strategic decisions.

Compensation Range

$88,500.00 - $137,200.00

At Ameren, base salary is one component of a competitive compensation package for employees. Our pay ranges are broad to allow for movement within our organization and to accommodate different skill sets and levels of expertise. We take into consideration a variety of factors including, but not limited to, skills, abilities, experience, education, credentials, and internal equity when determining the base salary offered. Roles are eligible for additional rewards including annual incentive payments based on individual and company performance.
