Job Description

Position Title: Program Supervisor
Reports to: Executive Director
Full-time: 37.5 hours per week
Location: In-person (Harrisburg, PA)

Position Summary

The Program Supervisor serves as a critical leadership and operational link at Dauphin County CASA. This role is responsible for the direct supervision and professional development of the Advocate Supervisors, ensuring program compliance and staff accountability. Additionally, the Program Supervisor acts as the primary data administrator for the organization, managing the case management system, ensuring data integrity, tracking metrics, and overseeing the administrative systems required to support the program’s advocacy mission.Key Responsibilities

Personnel Supervision & Leadership
  • Provide direct supervision, guidance, and daily support to the Advocate Supervisors.
  • Conduct formal employee performance reviews every six (6) months with Advocate Supervisors, reviewing goals and expectations in advance with the Executive Director.
  • Work collaboratively with Advocate Supervisors to monitor their case assignment loads and ensure their workflows align with National CASA and PA CASA standards.
  • Assist Advocate Supervisors in troubleshooting complex case issues, resource navigating, and reviewing court report standards.
  • Lead the delivery of the National CASA / PA CASA Pre-service Training Curriculum to potential new volunteers, coordinating the schedule and utilizing Advocate Supervisors as assistant facilitators.
Database & Systems Management
  • Serve as the primary administrator for the CASA case management database, ensuring maximum system performance and data security.
  • Oversee the intake of new case referrals, manage the system allocation of cases, and monitor the electronic tracking of all active cases.
  • Maintain rigorous data integrity by auditing database entries made by Advocate Supervisors, tracking volunteer contact logs, and enforcing strict documentation standards.
  • Upon case closure, audit electronic records to confirm all relevant information is updated, compile closed files for safekeeping, and oversee the destruction of physical case notes.
  • Track, compile, and analyze programmatic metrics (e.g., volunteer hours, training completion, retention data, and case outcomes) to generate reports for the Executive Director and board meetings.
Program Administration & Recruitment Compliance
  • Oversee the data tracking systems for volunteer recruitment, from application submission through background checks and paperwork completion.
  • Manage the tracking database for continuing education, ensuring all staff and volunteers meet the required annual in-service training hours.
  • Maintain a centralized, master monthly calendar of all scheduled court hearings, organizational events, and outreach campaigns.
  • Standardize and manage office filing systems (both digital and physical) to guarantee strict confidentiality of court-appointed professional and child welfare records.
  • Collect and archive data-driven success stories from closed cases to build morale and support fundraising or marketing efforts.
Representative & Professional Development Functions
  • Actively participate in weekly staff meetings and attend Board of Directors meetings upon request.
  • Model the organization's mission as a public face of Dauphin County CASA, maintaining utmost confidentiality at all times.
  • Work in tandem with the Executive Director to create and execute a yearly self-development plan.
  • Participate in at least 12 hours of continuing professional education annually, prioritizing topics in management, database administration, and cultural competency.
Qualifications & Skills
  • Supervisory Experience: Minimum of 2+ years of experience directly managing staff, ideally within a social service, legal, or nonprofit environment.
  • Database Management: High proficiency in managing case tracking databases and generating data compliance reports.
  • Education: Bachelor’s degree in Social Work, Criminal Justice, Human Services, Non-Profit Management, or a related field preferred.
  • Communication Skills: Exceptional written, verbal, and interpersonal skills necessary for managing professional staff and interfacing with court personnel.
  • Alignment: A deep commitment to the mission of Dauphin County CASA and child advocacy.
Requirements & Training
  • Pre-Service Training: Must complete the 30-hour National CASA/GAL volunteer training within 6–9 months of hire.
  • Continuing Education: Participate in 12 hours of annual professional development.
  • Background Clearances: Must pass PA State Police Criminal History, PA Child Abuse History, FBI Fingerprinting, SSN Verification, and National Sex Offender Registry checks.
  • Travel: Must have access to a vehicle, a valid driver’s license, and a willingness to travel.
  • Schedule: Flexible work hours required, including some evenings and weekends.'
  • Compliance: Must sign a Confidentiality Statement, Conflict of Interest Disclosure, and Code of Conduct.

Salary Range: $53,000 - $68,000 annually
