Function

The Program Specialist for Title I Implementation Support is a member of the Division of Curriculum and Instruction team and is primarily responsible for ensuring compliance with Title I program regulations (Prekindergarten - Grade 12). Duties include providing direction and guidance to campuses in the implementation of the Title I program components, including planning and initiating appropriate activities to support the written goals and objectives of the District and campuses within state and federal requirements.

Responsibilities
INSTRUCTIONAL MANAGEMENT
  • Serves as an instructional leader in the coordination of effective Title I instructional program.
  • Supervises the writing, editing, and revising of curriculum materials to support the Title I program.
  • Assists in selecting supplementary instructional materials for use in the Title I program.
  • Works with principals, Planning and Decision-Making (PDM) teams, counselors, and faculties to develop and assist in monitoring an improvement plan based on identified problems utilizing current research and proven strategies that improve student achievement.
  • Conducts meetings with campus staff as appropriate.
  • Provides support services for the Title I program components.
SCHOOL/ORGANIZATIONAL CLIMATE
  • Communicates and promotes high expectations for staff and campus performance.
  • Collaborates with appropriate staff members to foster effective decision-making, high morale, and enthusiasm in the organization.
  • Maintains a positive working environment recognizes various roles and functions within the District and supports each campus organization.
SCHOOL ORGANIZATION/IMPROVEMENT
  • Initiates changes to improve the Title I instructional programs based on current research and knowledge of Texas Education Agency requirements.
  • Evaluates and makes recommendations for modifications of existing District Title I program components and for implementation of innovative instructional models.
  • Serves in an advisory capacity to campuses as they develop and monitor an improvement plan based on identified problems utilizing current research and proven strategies that improve student achievement.
  • Analyzes data and evaluates research studies to support recommendations for the District's Title I instructional program and to provide technical assistance.
ADMINISTRATION AND FISCAL/FACILITIES MANAGEMENT
  • Assists with the development and management of the Title I budget and assists campuses in effectively spending their allocations within programmatic requirements.
  • Facilitates the preparation of specifications for equipment and the selection, requisition, distribution, and utilization of instructional materials and equipment to support the Title I instructional programs.
  • Assists campuses with the implementation/maintenance of the Title I school wide components and monitors the execution of the components each school year.
  • Work with campuses to ensure that Title I funded positions are operating within federal guidelines.
  • Work with campuses to ensure Title I funded equipment is being utilized in compliance with Title I regulations.
  • Facilitate the annual inventory of Title I fixed assets on all Title I campuses.
  • Facilitate, monitor and support implementation of Title I part D (Detention Center I Boot Camp).
  • Facilitate, monitor and support implementation of Private-Non-profit (PNP).
  • Facilitate, monitor, and ensure Title I district and campus funded programs adhere to local, state and federal policy.
STUDENT MANAGEMENT
  • Facilitates consistent, equitable student management plans through staff development or onsite technical assistance.
  • Provides assistance in assessing the academic need of Title I eligible students.
  • Provides technical assistance for conferencing with parents, students, and teachers concerning school and student issues.
PROFESSIONAL GROWTH AND DEVELOPMENT
  • Provides training to teachers and administrators in improving instructional techniques, developing new approaches in teaching, and using materials and equipment that are responsive to student needs.
  • Plans and provides leadership for professional growth of teachers through effective inservice training and dissemination of information related to significant developments in the District's Title I program.
  • Performs duties in a professional, ethical, and responsible manner as defined in the District policy and in the Texas Education Agency Code of Ethics for Educators.
SCHOOL/COMMUNITY RELATIONS
  • Serves as a liaison to businesses, corporations, institutions of higher education and other appropriate entities on projects or programs pertaining to the District's Title I program.
  • Promotes positive relations by providing information to school personnel, parents, and the community regarding the District's Title I instructional program.
  • Provides information to parents and community regarding the District's Title I program.
  • Disseminates information concerning the District's Title I program at the local, regional, state, and national levels.
  • Assumes leadership responsibilities in professional organizations.
  • Ensures that federal community involvement regulations are met with meaningful and strategic actions to build school capacity for meeting legal requirements through assisting the parent liaisons to plan and coordinate the community engagement program at each campus and to act as a public relations liaison between the school, home, and the community. So that the liaisons are able to establish partnerships within the community to provide resources and support for their campus as well as ensuring that all service and community partners are aligned with the academic expectations of community school in order to improve student success or strengthening relationships between school and communities.
  • Participates in the development, implementation, coordination, and monitoring of the Title I Districtwide Community Project.
ADDITIONAL DUTIES

Performs other administrative duties as assigned by the Title I Director.
