Description

Salary range is $21.63/hour to $66.34/hour, with a midpoint of $43.75/hour. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction, the Program Specialist – Agency Analytics supports development, coordination, and execution of complex agency programs, with a focus on data integration, analytics, reporting, and cross-functional coordination. The role facilitates program governance, scheduling, and visualization by integrating data across multiple systems and stakeholders.

This position leads coordination of agency program data, supports development of analytics and visualization tools, facilitates technical and governance forums, and collaborates with multidisciplinary engineering and program teams. The Program Specialist performs analytical, coordination, and program support functions to ensure timely, accurate, and actionable information is available for decision-making and program execution.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Coordinates and facilitates all key aspects of the agency prioritization and reporting program, including development and integration within systems such as Oracle P6, Power BI, SharePoint, Power Automate, and related tools.
  • Schedules, collects, validates, and merges multi-agency data sets to create structured program views and hierarchy of criticality.
  • Develops, maintains, and updates agency program schedules, ensuring alignment across stakeholders and systems.
  • Facilitates assigned data review forums including scheduling, document management, and coordination across multidisciplinary teams.
  • Supports Program Management Office (PMO) leadership in preparation of reports, presentations, and documentation required for governance, approvals, and executive review.
  • Provides analytical and coordination support for Priority Track Access processes, including schedule integration and development of data visualizations.
  • Partners with PMO’s Activation Team to develop and track Key Activity Breakdown (KAB) metrics and reporting.
  • Supports design, rollout, and ongoing operations of Readiness Room visualization tools and dashboards.
  • Develops and maintains dashboards, reporting tools, and visualization products to support program transparency and decision-making.
  • Ensures data accuracy, consistency, and usability across program reporting systems and outputs.
  • Coordinates cross-functional activities, meetings, and deliverables across agency teams.
  • Identifies opportunities to improve processes, reporting methods, and data integration workflows.
  • Contributes to continuous improvement of systems, tools, and reporting frameworks supporting program delivery.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor’s degree in Business Administration, Data Analytics, Engineering, Project Management or related field; Four years of experience in program coordination, analytics, reporting, scheduling, or project support; Or an equivalent combination of education and experience.

Required Knowledge and Skills:

  • Principles and practices of program coordination, analytics, and reporting.
  • Data aggregation, validation, and visualization techniques.
  • Project scheduling tools (e.g., Oracle P6 or similar).
  • Power Platform tools (Power BI, Power Automate) and SharePoint.
  • Methods of facilitating meetings, documenting outcomes, and tracking actions.
  • Cross-functional coordination across technical and non-technical teams.
  • Analytical thinking, problem-solving, and data interpretation.
  • Report preparation and presentation for technical and executive audiences.
  • Managing multiple priorities and timelines in a dynamic program environment.
  • Strong written and verbal communication skills.
  • Establishing and maintaining effective working relationships across teams.
  • Interpreting and organizing complex technical or program data.
  • Microsoft Office Suite and enterprise data/reporting tools.

Preferred Knowledge and Skills:

  • Experience with large-scale infrastructure or transit programs.
  • Familiarity with readiness, activation, or commissioning processes.
  • Experience developing dashboards and executive reporting packages.
  • Knowledge of governance processes and approval workflows.

Physical Demands / Work Environment:

  • Work is performed in a standard hybrid office or field environment, with the expectation of a minimum of three days onsite per week.
  • Position may require extended periods of computer use, data analysis, and meeting facilitation.
