Job summary

The State of Missouri is seeking a Change Management professional to support the CCWIS project within the Department of Social Services’ Children’s Division. You will collaborate with the project team and CD staff to shape change strategies and deliver communications, training, and stakeholder engagement for a complex system implementation.

You will conduct impact analyses, manage stakeholder engagement activities, and help ensure adoption and readiness across cross-functional programs, while

Responsibilities

  • Conduct change impact assessment and stakeholder analysis, summarizing insights to inform change strategies.
  • Translate change strategies into action plans across communications, training, and stakeholder engagement, adapting approaches based on stakeholder and business needs.
  • Partner with project teams, business stakeholders, and Change Leads to support execution of change initiatives across cross-functional programs.
  • Develop and deliver stakeholder engagement activities, including gathering input on influence and resistance, maintaining contact lists, scheduling interviews, workshops, and briefings, and synthesizing information to inform strategy.
  • Assess change-related risks, recommend mitigation actions, and escape issues when appropriate.
  • Own the creation and distribution of targeted communications (emails, intranet posts, FAQs, and reference materials), tailoring messaging and delivery approaches based on stakeholder and business needs while ensuring alignment with overall strategy.
  • Track and analyze adoption and business readiness metrics, contributing to dashboards and reports that identify trends, risks, and areas requiring additional communication, training, or stakeholder support.
  • Develop and monitor work plans and control documents.
  • Participate in pre/post development activities including business discovery, acting as Subject Matter Expert (SME), and in the development, system/user acceptance testing, system implementation, and staff training.
  • Identify current training needs and training needs for new system under OCM, providing consultation and training with field management and executive staff as needed.

  • Conduct research and analysis of other state documents as requested (Data Quality Plans, new system implementation documents, procurement documents).
  • Develop and maintain expertise in new CCWIS Data Quality regulations and technical bulletins.
  • Develop and monitor work plans and control documents.
  • Participate in pre/post development activities including business discovery, acting as Subject Matter Expert (SME),and in the development, system/user acceptance testing, system implementation, and staff training.
  • Participate in identified CCWIS and Organizational Change Management (OCM) team meetings as needed to assist with improving the Children's Division practice for services provided to children and families.
  • Identify current training needs and training needs for new system under OCM, providing consultation and training with field management and executive staff as needed.
  • Participate in professional development/leadership training as identified to support the CCWIS project.
Minimum Qualifications
