The ICF Program Service Manager manages daily operations of a team supporting residents in 2 cottages. Responsible for providing leadership, development, coaching, and support to ICF Team members, including Direct Support Staff. This role oversees all operations of 2 cottages with a total of 16 residents and collaborates with other team members and managers on ICF quality assurance, staffing, recruitment, onboarding, training, and staff evaluation.
PRIMARY DUTIES AND ESSENTIAL FUNCTIONS OF POSITION
- Manage all operational aspects of resident care services to ensure quality of care and life for all residents.
- Directly manage and support a team including DSPs and other designated staff roles, fostering professional development.
- Ensure the team promotes person-centered planning, compliance, and coordination of services for residents.
- Coordinate with SJH Scheduler to maintain adequate staffing levels.
- Handle payroll management for team members.
- Participate in budget preparation and management.
Training and Development
- Develop and deliver effective new hire training and in-service programs, monitoring their effectiveness.
- Conduct new hire orientations.
- Create and review training materials, recommending modifications as needed.
- Assess training needs in collaboration with Team Managers and develop appropriate programs.
- Participate in meetings and trainings, communicating relevant information to staff.
Employee Relations and Supervision
- Handle interviewing, hiring, onboarding, training, and supervising staff.
- Address employee relations concerns and work to improve interpersonal relations.
- Participate in on-call rotation, ensuring service continuity.
- Document performance issues and guide staff to improve interactions.
- Conduct annual performance reviews and oversee competency evaluations.
- Collaborate with other managers on employee relations issues and meetings.
Quality Assurance and Compliance
- Ensure regulatory and documentation compliance in collaboration with team and compliance staff.
- Perform regular quality assurance checks, identify trends, and implement improvements.
- Communicate policies and procedures to ensure quality resident care.
- Maintain confidentiality and exercise discretion respecting individuals' privacy.
- Perform DSP duties as needed to meet shift coverage, including personal hygiene care in accordance with individual plans and medical necessity.

Manage DSPs and team members, collaborating with other managers and reporting concerns to the Director of Programming and HR as needed.
QUALIFICATIONS:
Education/Experience
- Minimum 18 years old.
- High school diploma or GED required.
- At least two years of experience in the Developmental Disability field; supervisory experience preferred.
Licenses/Credentials/Certifications
- PATHS Certificate of Initial Proficiency and current CPR and First Aid certifications preferred.
