Job summary

Position Overview

Program Quality Lead, Electronics Warfare Systems (EWS) – Goleta, CA, USA.

Location: Goleta, CA (Onsite). Salary range: $118,300 – $224,900.

Position Type: Onsite; Eligible applicants must be U.S. citizens and hold an active, transferable Secret security clearance.

Responsibilities
  • Represent Quality and Mission Assurance (QMA) on program or project management teams and/or capture teams; write Basis of Estimates (BOEs) for the quality portion of new program bids.
  • Communicate program goals, targets, requirements, and customer feedback to cross‑functional teams.
  • Define and implement quality improvement strategies; ensure program directions keep quality tasks on budget, on time and as defined in program planning.
  • Prepare, collect, analyze, and maintain quality metrics; report potential customer escapes.
  • Establish customer relations; validate corrective action requests and ensure flow down to suppliers and supplier quality / engineering teams.
  • Ensure reviews and assessments of program performance are performed: self‑guided technical assessments of systems engineering, QA, lessons learned, technology, production and programmatic practices; assure quality management system processes are defined and implemented.
  • Oversee quality and mission assurance engagement in engineering development, design, and test requirements verification, including transition of design to production.
  • Review and approve program documentation (specifications, drawings, test plans, procedures, SOPs).
  • Act as voice of the customer to autonomously assure mission results; execute Quality initiatives (CORE, APQP AS 9145).
  • Oversee nonconforming material review and disposition; guide root cause corrective action (RCCA) activities for systemic issues.
  • Support AS 9100 Internal, Corporate and Certification Audits.
Qualifications
  • Bachelor’s Degree and at least eight (8) years of experience in Quality, Engineering, Operations and/or Program Management.
  • Experience with IS09001, AS 9100 quality management systems.
  • Industry and Government Quality and Mission Assurance Requirements and Standards experience.
  • Predictive and proactive metrics assessment and actions to improve performance or mitigate problems.
  • Supporting external and internal quality system or product/process audits.
  • Experience creating relationships with program management, cross‑functional teams, suppliers, customers and government representatives.
  • Active, transferable Secret security clearance required prior to start date.
  • U.S. citizenship required.
Preferred Qualifications
  • Systems engineering, reliability and system safety requirements experience.
  • Presentation skills (written & verbal).
  • Microsoft Office Word, Excel, PowerPoint.
  • Collaborative experience developing practical solutions to complex problems.
  • Aerospace or Defense industry experience.
  • Root Cause & Corrective Action or proven close‑loop corrective action system.
  • CORE or Six Sigma Greenbelt certification.
  • Earned Value Management, Cost Account Management and Risk Management experience.
  • Material/Failure nonconformance review board experience.
  • Advanced Product Quality Planning (APQP), PPAP, DFMEA, PFMEA, Control Plans.
  • First Article Inspection (AS 9102) and Purchase Order Quality Requirements (Q‑Notes, STAMP).
  • Knowledge of system requirement translation and contractual compliance.
