Job summary

RTX is seeking a Program Operations Lead for onsite work in McKinney, TX. The role focuses on end-to-end program execution, coordinating with program offices, factories, and supply chain to deliver advanced technologies in a fast-paced environment.

You will drive cost, schedule, and quality management, validate BOMs, and push process improvements while maintaining clear communication across multiple functions. A DoD clearance is required for this U.S. government role.

Qualifications

  • Typically requires a university degree or equivalent experience with 5–8 years in operations or program management.
  • Experience in manufacturing, operations, or program/project management.
  • Experience with Office 365, Excel, and PowerPoint.

Responsibilities

  • Front end of the business to establish key deliverables, BOM, and requirements management.
  • Control account management in cost, schedule, and quality.
  • Collaborate with program and factory engineering to set BOM and build plan.
  • Validate drawings released to support procurement and build schedules.
  • Maintain BOM accuracy and line-of-balance for program schedule.
  • Coordinate with factories to meet build, test, and facility needs.
  • Lead risk/opportunity planning to meet program objectives.

Advanced Technologies (AT) is seeking a highly motivated Program Operations Lead responsible for the overall execution of development type contracts supporting multiple programs in the Airborne Spectrum Dominance (ASD) business area. The selected individual will work closely with Program Management, multiple factories, and supply chain to help build and deliver cutting edge technology in a fast-paced environment. This position will involve capital, IRAD, and manufacturing key technologies while focusing heavily on strategies to transfer follow-on business to various Raytheon business units. Further responsibilities include developing and communicating strategy and tactics to reduce cost, improve quality, increase performance and reliability, and improve overall competitiveness of the product(s). This role acts as the liaison between manufacturing and the program office. It requires daily interface and communication with factory and program management to cover control account management, operations status, issues, risks, and opportunities.

What You Will Do:
  • Front End of the Business management to help establish key deliverables Bill of Material and requirements management.
  • Control Account Management in cost, schedule, and quality.
  • Working with program and factory Engineering to establish a Bill of Material and build plan.
  • Validating drawings are released to support procurement and build schedules.
  • Ensuring Bill of Material is accurate and Line of Balance supports program schedule.
  • Collaborating in a matrixed environment to help “shape” technical requirements.
  • Factory interface to understand build, test, equipment and facilities requirements.
  • Coordinating factory readiness reviews with process Engineering and factory personnel.
  • Leading collaborative efforts to identify and convert needs into solutions.
  • Communicating clearly and removing barriers to execution.
  • Maintain collaborative and responsive relationships within the product line and with functional support organizations.
  • Developing and executing risk/opportunity plans to meet program objectives.
  • Writing Basis of Estimates (BOE’s).
  • Supporting and managing quick-turn proposals.
  • Proactively identify and execute opportunities for process improvement and cost/schedule reduction.
  • Travel up to 5%.
  • This position is onsite at our McKinney, TX location.
Qualifications You Must Have:
  • Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience.
  • Experience in Operations, Manufacturing, or Program/Project Management.
  • Experience with Office 365, specifically in Excel and PowerPoint.
  • Experience with Special Program Access and the Supply Chain Suite of Tools.
  • Experience supporting development, production, or sustainment environments.
Qualifications We Prefer:
  • Experience with RF components, subassemblies, or system architectures.
  • Experience improving or optimizing manufacturing process flows, including transition from development to production.
  • EVMS training and/or Control Account Management (CAM) Certification.
  • Experience implementing continuous improvement, Six Sigma or Lean methodologies/principles.
  • Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain Top Secret or higher clearance level or program access after start date.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply. The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
